ABSTRACT Objective: The study on the public educational library emerged from the need to define an organizational identity for the libraries of federal institutes in Brazil since 2008. The objective of this article is to elucidate the five aspects that made it possible to understand this new category of library and propose it, namely: identity, purpose, function, nature and perspectives. It presents its characterization, correlating it with the infoeducational actions and its pedagogical and professional dimensions. Methods: Research originated from a science-action research-action, making use of the techniques of literature review, documental research and reflection in action. Results: It proposes a new category of library, which covers the complexity involved in information activities and training of social actors linked to federal institutes. The research also highlights the importance of reflecting on the concept and perspective of infoeducation, covering the importance and relevance of using this concept in Information Science, especially in issues related to the creation and availability of products and services by libraries in educational contexts. Conclusions: It is expected to contribute so that the conceptual and identity dispersion about these libraries is resolved in the scientific field of Information Science. It is concluded that the issues presented and discussed not only allow the definition of its identity, but also allow monitoring the evolution of society in terms of learning, professional training and citizen training; aspects that are inseparable from the identity of educational libraries and that are part of their social mission in the context of professional, scientific and technological education in Brazil. RESUMO Objetivo: O estudo sobre a biblioteca educativa pública surgiu da necessidade de definição de uma identidade organizacional para as bibliotecas dos institutos federais no Brasil desde 2008. O objetivo do presente artigo consiste em elucidar os cinco aspectos que possibilitaram compreender essa nova categoria de biblioteca e propô-la, a saber: identidade, finalidade, função, natureza e perspectivas. Apresenta sua caracterização, correlacionando-a com as ações infoeducacionais e suas dimensões pedagógica e profissional. Método: Pesquisa oriunda de uma pesquisa-ação do tipo ciência-ação, fazendo uso das técnicas de revisão de literatura, pesquisa documental e reflexão em ação. Resultado: Propõe uma nova categoria de biblioteca, que abrange a complexidade que envolve as atividades de informação e formação dos atores sociais vinculados aos institutos federais. A pesquisa também destaca a importância de se refletir acerca do conceito e da perspectiva de infoeducação, abrangendo a importância e pertinência do uso deste conceito na Ciência da Informação, especialmente nas temáticas relacionadas à criação e disponibilização de produtos e serviços pelas bibliotecas em contextos educativos. Conclusões: Espera-se contribuir para que a dispersão conceitual e identitária acerca dessas bibliotecas seja resolvida no campo científico da Ciência da Informação. ABSTRACT Introduction: The development of more assertive public policies in libraries, in accordance with the dynamics of telecommuting that are being created, is an essential debate in the field of Information Science. Objective: This article discusses the evolution of public educational libraries in telecommuting to serve a community of professionals who work and communicate in a network. Methodology: Methodologically, the research has an exploratory level, a qualitative approach, developed through bibliographical research and elaborated from the data of a doctoral research that uses the action science method. Results: The results highlight the possibility of innovation through remote work in the federal public service, especially with the advent of Decree 11,072, of May 17, 2022; the opportunity to innovate in the public sector with a promising service performed by public educational libraries at federal institutes; and the inseparability between work and research agendas, as well as between social development and digital transformation. Conclusion: It is concluded that the paths for the digital transformation in the world of work can become even more productive, innovative, profitable and sustainable, when the continuous and adequate investment in library infrastructure that fulfills an educational function and is of a public nature is sought; and in policies that ensure the performance of librarians as agents of innovation in federal institutes. RESUMO Introdução: O desenvolvimento de políticas públicas mais assertivas em bibliotecas, de acordo com as dinâmicas de teletrabalho que estão a se constituir, é um debate imprescindível ao campo da Ciência da Informação. Objetivo: O presente artigo discute a evolução das bibliotecas educativas públicas em espaços de trabalho remoto, para servir a uma comunidade de profissionais que trabalham e se comunicam em rede. Metodologia: Metodologicamente, a pesquisa é de nível exploratório, abordagem qualitativa, desenvolvida por meio de pesquisa bibliográfica, a partir dos dados de uma pesquisa de doutorado que utiliza o método Ciência-Ação. Resultados: Os resultados destacam a possibilidade de inovação por meio do trabalho remoto no serviço público federal, sobretudo com o advento do Decreto 11.072, de 17 de maio de 2022; a oportunidade de inovar no setor público com um serviço promissor desempenhado pelas bibliotecas educativas públicas em institutos federais; e a indissociabilidade entre agendas de trabalho e de pesquisa, tanto quanto entre o desenvolvimento social e a transformação digital. Conclusão: Conclui-se que os caminhos para a transformação digital no mundo do trabalho podem se tornar ainda mais produtivos, inovadores, rentáveis e sustentáveis, quando se busca o investimento contínuo e adequado em infraestrutura de bibliotecas que cumprem função educativa e são de natureza pública; e em políticas que assegurem a atuação do bibliotecário como agente de inovação em institutos federais. RESUMO Este artigo tem um objetivo duplo: primeiro, pretende identificar a posição dos professores dos Institutos Federais de Educação, Ciência e Tecnologia acerca da controvérsia entre o modelo linear de pesquisa, atribuído a Bush (1945), e o modelo representado por Stokes (2005). Segundo, verifica qual dentre os modelos sobre a relação empresa-universidade-governo, formulados por Sábato e Botana (2011), Lundvall (1992), Nelson e Rosenberg (1993), Leydesdorff e Etzkowitz (1996) e Etzkowitz e Leydesdorff (2000), melhor se adapta aos Institutos. O universo da pesquisa são os 24.335 professores lotados nos 38 Institutos Federais existentes no país. Desse grupo, foi retirada uma amostra de 165 indivíduos, distribuída proporcionalmente ao número de professores de cada Instituto. Primeiramente, foi realizado levantamento dos dados desses 165 professores nos currículos registrados na Plataforma Lattes. Verificou-se que 96 tinham seus currículos atualizados e com produção cadastrada. Para esses, foi enviado o questionário. Os dados obtidos foram submetidos às análises qualitativa e quantitativa. De acordo com os resultados obtidos, concluímos que os professores/pesquisadores desenvolvem pesquisa básica e pesquisa aplicada de forma integrada, não se conformando, portanto, ao modelo linear de pesquisa de Bush, aproximando-se do modelo proposto por Stokes. Quanto aos modelos empresa-universidade-governo, o que parece melhor se adaptar à realidade dos Institutos Federais é o Triângulo de Sábato, que atribui ao Governo o papel de principal incentivador.

ABSTRACT This article has a twofold objective: first, it aims at identifying the position held by Brazilian Federal Institutes of Education, Science and Technology professors on the controversy between the linear model of research, attributed to Bush (1945), and the model proposed by Stokes (2005). Second, it attempts at verifying which of the three models proposed to describe enterprise-university-government relations, as formulated by Sábato and Botana (2011), Lundvall (1992), Nelson and Rosenberg (1993), Leydesdorff and Etzkowitz (1996) and Etzkowitz and Leydesdorff (2000), suits better the Institutes. The research universe consists of 24,335 professors from 38 Federal Institutes in existence in the country, from which a sample of 165 individuals was withdrawn and distributed proportionally to the number of professors in each Institute. Firstly, a survey of the curricula of the 165 professors was conducted in the Lattes Platform. It was verified that 96 professors had their curricula updated and had production registered. For these professors, a questionnaire was sent. The obtained data were submitted to qualitative and quantitative analyses. According to the obtained results, we concluded that the professors/researchers carry out basic research and applied research in an integrated way, thus not conforming to Bush´s linear model, but being closer to the model proposed by Stokes. Regarding the enterprise-university-government relations models, Sabato´s Triangle, attributing to the government the role of the main stimulator, seems to describe better the reality of the Federal Institutes.

Com base na literatura de várias áreas, discorre sobre três questões potencialmente influentes no estudo da patente universitária, sob a ótica da ciência da informação: o pesquisador/inventor acadêmico e seu dilema, patentear ou publicar; universidades como produtoras de patentes e a concentração geográfica das instituições mais capazes; e gestão e comercialização das patentes universitárias. O texto termina com considerações sobre a complexidade do tema como objeto de estudo e o potencial que apresenta para pesquisas e serviços na área de informação.

Based on the literature from various areas, it presents three topics considered relevant to university patents as an object of study to information scientists: the academic researcher as an inventor and his dilemma between patenting and publishing; Brazilian universities as producers of innovation and their geographic distribution; university problems in managing and commercializing patents. It ends with considerations about the complexity of the subject as an object of study and its potential as a topic for research for information scholars.

Trata da análise dos temas Inteligência Competitiva (IC), Gestão do Conhecimento (GC) e Conhecimento Organizacional (CO), no Repositório Institucional da Universidade da Brasília (RIUnB), que está disponível em acesso aberto desde setembro de 2008. O objetivo é verificar a produção científica sobre as áreas de pesquisa, a partir dos documentos que constam no RIUnB. O método de trabalho consistiu nos estudos bibliométricos, a fim de se inteirar sobre a produção de trabalhos referentes ao conhecimento resultante do desenvolvimento de pesquisas no âmbito institucional, para conhecer a comunidade. Os resultados apontam para um crescimento notório desses temas na ciência da informação, com perspectiva de crescimento em outras áreas: administração, engenharia elétrica, educação e gestão social e trabalho, demonstrando sua potencial interdisciplinaridade; houve maior concentração de publicação nos temas gestão do conhecimento, conhecimento organizacional e inteligência competitiva, respectivamente, e existe uma concentração dessas publicações em três pesquisadores na comunidade da Faculdade de Ciência da Informação (FCI). Conclui-se que os temas são mais frequentes na área de ciência da informação, entretanto, nota-se o seu aparecimento em outras áreas do conhecimento, na UnB: administração, engenharia elétrica, educação e gestão social e do trabalho. Esses dados podem revelar uma tendência de consolidação dos temas de pesquisa em outras áreas.

This analysis of topics Competitive Intelligence (CI), Knowledge Management (KM) and Organizational Knowledge (CO) in the Institutional Repository of the University of Brasília (RIUnB) which is available in open access since September 2008. The aim is to check the scientific literature on the research areas from the documents listed in RIUnB. The working method consisted in bibliometric studies, in order to learn about the production of works relating to knowledge resulting from research development at the institutional level to know the community. The results indicate a remarkable growth of these themes in information science, with growth prospects in other areas: administration, electrical engineering, management and education and social work, demonstrating its potential interdisciplinarity, there was a higher concentration of publishing on issues of knowledge management, organizational knowledge and competitive intelligence, respectively, and there is a concentration of such publications in three community researchers in the Faculty of Information Science (FCI). We conclude that the issues are more frequent in the area of information science, however, note its appearance in other areas of knowledge in UNB: administration, electrical engineering, education and social management and labor. These data may reveal a trend of consolidation of research topics in other areas.

A atual conjuntura tem gerado a necessidade das organizações manterem as melhores práticas de Inteligência Competitiva (IC). A IC é a atividade que objetiva a obtenção, análise e disseminação de informações, para auxiliar no processo decisório. Esta pesquisa foi desenvolvida para visualizar o cenário da produção científica sobre IC na Faculdade de Ciência da Informação (FCI) da Universidade de Brasília (UnB). Fazem parte da FCI os cursos de graduação em Arquivologia, Biblioteconomia e Museologia, além do Programa de Pós-Graduação em Ciência da Informação (PPGCinf), que oferta Mestrado e Doutorado. A pesquisa é descritiva e o levantamento da produção científica foi realizado por meio da bibliometria, que se utiliza de técnicas quantitativas para mensurar a produção e disseminação do conhecimento científico. As informações foram coletadas manualmente, através de um formulário no Repositório Institucional da UnB, por intermédio da palavra-chave: "Inteligência Competitiva". Constam no repositório 350 documentos produzidos pela FCI, dos quais 37 documentos de produção científica sobre IC foram recuperados: 17 são artigos publicados em periódicos; quatro são trabalhos apresentados e publicados em anais de eventos; dez são dissertações; e seis são teses. Essa produção demonstra que a FCI produz conhecimento e publica os resultados em IC, área que está em desenvolvimento e se consolidando no Brasil.

Organizations are being demanded to maintain the best Competitive Intelligence (CI) practices due to modern times. CI is the activity that aims obtaining, analysing and disseminating information in order to help decision-making processes. The present research was conducted to view the scenario of scientific production on Competitive Intelligence at the School of Information Science (FCI) of Brasilia University (UnB). FCI offers the undergraduate courses in Archive Science, Librarianship, Museology, in addition to the Graduate Program in Information Science, which offers Master and Doctorate degrees. The research is characterized as descriptive and the scientific production survey was accomplished using the bibliometric method. This makes use of quantitative techniques to measure production and dissemination of scientific knowledge. Data were collected by means of a form through the UnB Institutional Repository, using the keyword "Competitive Intelligence". A total of 350 documents produced by the School of Information Science were were recovered, in the institutional repository, from which 37 were about Competitive Intelligence: 17 were articles published in academic periodic journals; four were papers presented and published in conference proceedings; 10 were dissertations, and six were theses. This production shows that FCI has been producing knowledge on IC, a developing area on its way to consolidation in Brazil, and publishing the results.

O Instituto Federal de Educação, Ciência e Tecnologia da Paraíba (IFPB), que é parte do sistema educacional brasileiro, tem o desenvolvimento científico e tecnológico como atividade fim, com seus recursos humanos organizados em grupos. Vivenciando a era da informação e do conhecimento, a comunidade científica exige que professores/pesquisadores desenvolvam as pesquisas, mostrando os resultados, a pertinência e a relevância de suas ações através da produção científica, de produtos, processos e serviços tecnológicos. Por meio desses conhecimentos produzidos, difundidos e democratizados, constrói-se o desenvolvimento integrado e sustentável, além de ser uma forma de prestar contas à sociedade dos recursos utilizados. Identificar e apresentar os indicadores dos projetos dos grupos de pesquisa e instituições que fomentam e financiam tais projetos caracteriza-se como o objetivo dos resultados desta pesquisa. Os dados foram coletados na Plataforma Lattes, no período de 1994 a 2008. Esses grupos apresentam, no período, 6 projetos de pesquisa cancelados, 106 concluídos e 108 em andamento, e têm Instituições de renome, financiando os projetos desenvolvidos, inclusive com a participação dos estudantes. Esses indicadores justificam as atividades dos grupos para a renovação das pesquisas, motivando, inclusive, financiamento pelas agências públicas de fomento.

The Federal Institute of Education, Science and Technology of Paraíba (IFPB), which is part of the Brazilian educational system, has the scientific and technological development as its main activity, with its human resources organized in groups. As it is, at the moment, experiencing the information and knowledge era, its scientific community requires professors/researchers to develop research presenting its results, the pertinence and the relevance of its actions through scientific production, products, processes and technological services. By means of knowledge produced, spread and democratized, the integrated and sustainable development is built. Furthermore, it is still a way to inform society about the used resources. Identifying and presenting the projects indicators of the research groups and institutions which foster and fund such projects are the aim of the research´ results. The data was collected from the Lattes Platform, in the period that goes from 1994 to 2008. These groups present, in the mentioned period, six cancelled projects, 106 which were concluded and 108 are still being developed. Some well-known institutions have been funding the developed projects, including the students´ participation. Such indicators corroborate the groups´ activities aiming at the researches´ renewal and even promoting funding by the public agencies of foment.
