The aim of this article is to describe the genesis and the evolution of indicators about Information Society and Technological Innovation among Latin American countries. It reviews the development of innovation surveys and the elaboration of Bogota Manual into the work made by RICYT. Other topic is related to indicators on access and use of ICTs and the contents of Compendium of practices about ICT's questions implementation into households and enterprises surveys edited by CEPAL. Finally, it shows some issues of Lisbon Manual which has tried to put together the demands from science and technology's experts and policies makers about future developments in the area of indicators of Information Society.

Este artículo describe la génesis y evolución de los indicadores referidos a la sociedad de la información y la innovación tecnológica en el ámbito de los países de América Latina. Se reseña el desarrollo de las encuestas de Innovación y la elaboración del Manual de Bogotá en el marco de la RICYT. Asimismo, se aborda el tópico de los indicadores sobre acceso y uso de las TIC y el contenido del compendio de prácticas sobre implementación de preguntas de TIC en encuestas de hogares y empresas editado por CEPAL. Finalmente, se incluyen algunos elementos pertenecientes al Manual de Lisboa, documento que ha intentado reunir las demandas surgidas de expertos y gestores de ciencia y tecnología con respecto a los futuros desarrollos en el campo de indicadores de sociedad de la información.

This paper is an attempt to deepen the reflection on how Information and Communication Technologies (ICTs) diffusion among firms takes place. It adds to author's previous works on the different strategies adopted by small and medium enterprises (SMEs) in Argentina in order to adopt ICTs. The paper is focused in the stylization of the different stages along the evolutive path while incorporating these tools and identifying the factors that influence its dynamics, with special attention to costs. The paper is also an attempt to make progress in the description of the paths or ways through which ICTs can improve firms' performance. Four alternatives are pointed out, named "Economies through Information": automation, access to information, learning and innovation processes facilitation and reduction of transaction costs. Authors try to make operable some notions frequently used by other authors interested in these issues and to formulate some hypothesis which still need further elaboration, but which will probably stimulate and inspire the debate around these matters.

This article exposes a methodological proposal aiming to guide the activities for the measurement of the different aspects composing Knowledge Society in Latin America. The goal is that the constructed indicators have the capability to properly reflect the evolution and specific characteristics of the processes of development and spreading of Knowledge Society in Latin America and be, as well, capable of being internationally compared. The proposal has two parts. The first one exposes a general conceptual framework for the measurement of Knowledge Society, which is an attempt of making an integral approach to the analysis of these processes, aiming that their adoption -as a common basis to unify criteria, coordinate actions and efforts- could make easier the execution of joint and complementary works by different groups, teams and persons. The second one, is an attempt of making a contribution on how to approach to the performance of economic agents in this new paradigm, characterized by a deep change at the generation, management and circulation of information and knowledge.

Este artículo presenta una propuesta metodológica tendiente a orientar las actividades de medición de los diversos aspectos que componen la Sociedad del Conocimiento en América Latina. Se apunta a que los indicadores que se construyan tengan la capacidad de reflejar cabalmente la evolución y las características específicas que presentan en Latinoamérica los procesos de desarrollo y difusión de la Sociedad del Conocimiento y sean, a la vez, susceptibles de ser comparados a nivel internacional. La propuesta tiene dos componentes. En primer lugar, se propone un marco conceptual general para la medición de la Sociedad del Conocimiento, a través del cual se procura una aproximación integral al análisis de estos procesos apuntando a que su adopción como base común para aunar criterios, coordinar acciones y sumar esfuerzos, facilite la realización de trabajos conjuntos y complementarios por parte de diferentes grupos, equipos o personas. En segundo lugar, se intenta realizar un aporte puntual sobre cómo abordar el desempeño de los agentes económicos dentro de este nuevo paradigma caracterizado por un profundo cambio en la generación, la gestión y la circulación de la información y el conocimiento.
