Resumen: Este trabajo ofrece una contribución teórica para las investigaciones inherentes al tema de la estrategia basada en las capacidades, una rama de investigación dentro de las áreas de Administración y Economia. Su originalidad se basa en la relativa escasez de trabajos de este género enfocados en el área de Defensa, al menos con respecto al idioma português y a la matriz conceptual utilizada. Este trabajo se enfocó en precisar el contexto teórico exacto en el que se ubica la estrategia basada en capacidades, como la microeconomia y la economia de los costos de transacción. Además, representa un marco referencial para las necesidades estratégico-operacionales del área de Defensa en Brasil, que son claves para que -junto con los matices de la microeconomia- ayuden a asentar sobre unas bases sólidas los caminos teóricos y los complejos contratos que serán celebrados entre los diferentes agentes que serán necesarios en estos esfuerzos de interés nacional.

Abstract: This paper offers a theoretical contribution to the research related to the capability-based strategy, a branch of research within the Administration and Economy areas. Its originality is based on the relative scarcity of work on this topic that focuses on the Defense area, at least work produced in Portuguese with the conceptual matrix used here. This paper focuses on clarifying the exact theoretical context of the capability-based strategy such as microeconomics and economy of transaction costs. It also represents a benchmark for the strategic-operational needs of the Defense area in Brazil; they -together with the nuances of microeconomics- are key to set on solid grounds the theoretical paths and complex contracts that will be entered into by and between the different agents needed in these efforts of national interest.

Resumo: O trabalho apresenta contribuição teórica para investigações inerentes à temática da estratégia baseada em capacidades, um ramo de investigações das áreas de Administração e Economia. Seu ineditismo se assenta na relativa escassez de trabalhos com este perfil voltados para a área de Defesa, ao menos no que concerne à língua portuguesa e à matriz conceitual utilizada. A abordagem aqui apresentada procurou precisar o exato contexto teórico em que a estratégia baseada em capacidades se localiza, qual seja, a microeconomia e a economia dos custos de transação. Apresenta ainda um quadro referencial das necessidades estratégico-operacionais da área de Defesa no Brasil, basilares para que, conjugadas com as nuances da microeconomia, ajudem a assentar em bases sólidas os caminhos teóricos e os complexos contratos a serem celebrados entre os diferentes agentes que serão demandados nestes esforços de interesse nacional.

Resumo A Academia da Força Aérea forma, por ano, aproximadamente 140 aviadores militares em um ambiente operacional bastante seguro. No entanto, observa-se que as definições operacionais das variáveis da instrução se baseiam apenas em classificações funcionais, carecendo de construtos para melhor comunicação entre instrutores de voo e cadetes. Enquadra-se o problema de pesquisa no sistema 1 (intuitivo) de decisões, com o uso de heurísticas. É um estudo teórico. Recorremos à revisão da literatura das principais heurísticas de julgamento humano em decisões. Posteriormente discutimos as classificações funcionais já sedimentadas na aviação e as situações em que os aviadores podem se beneficiar das heurísticas, iniciando o processo de elaboração dos construtos, e uma proposta de instrução adaptativa.

Abstract Every year, approximately 140 military aviators graduate from the Brazilian Air Force Academy, an operational environment that is quite safe. However, the operational definitions of the variables in the piloting instruction are based solely on functional classifications; thus, they are still lacking the constructs and definitions that would provide better levels of communication among flight instructors and cadets. The research problem is framed in system one (intuitive) of decision-making, using heuristics. The literature concerning the heuristics applied to human judgment and decisions have been revisited. Following this, the focus was on the functional classifications that have already occurred in aviation, and situations in which aviators would benefit from heuristics as a starting point to the process of building constructs, and one proposal for an adaptive form of instruction.

Resumo Estruturas de governança plurais surgem quando uma mesma transação é conduzida por uma firma simultaneamente sob mais de uma estrutura de governança simples. O artigo apresenta uma classificação de casos de estruturas de governança plurais, baseada na racionalidade subjacente à escolha da combinação de estruturas de governança. O método foi a revisão e comparação de casos relatados na literatura. Foram identificados quatro grandes conjuntos de casos em que ocorrem formas plurais: em que as estruturas de governança são complementares; as determinadas pela disponibilidade de recursos para a firma; as explicadas pela diversidade dos tomadores de contrato; e as relacionadas à história da firma. O fenômeno das formas plurais pode ser analisado sob diversas lentes teóricas, especialmente a Economia dos Custos de transação, a Visão Baseada em Recursos, e a Organização Industrial, colocando-se então o problema da adequação das teorias aos casos concretos.

Abstract Plural governance structures arise when a firm conduct the same transaction simultaneously under more than one governance structure. The article presents a classification of cases of plural governance structures, based on the rationale behind the choice of a combination of simple governance structures. The method was the comparison of cases reported in the literature. Four main sets of cases occurring plural forms were found, in which the governance structures are complementary; determined by resources available to firms; explained the diversity of contract makers; and related to the history of the firm. Various theoretical lenses are useful to analyze the phenomenon of plural, particularly Transaction Costs Economics, Resource Based View, and Industrial Organization, setting then the issue of the adequacy of theories to the concrete cases.

ABSTRACT The objective of this study was to develop a simulation model to analyse the technical, economic, and financial performance of using different reproductive strategies in dairy herds. Strategies simulated were: artificial insemination (AI) using conventional semen after oestrus detection (AIC), AI using sex-sorted semen after oestrus detection (AIS), timed artificial insemination (TAI) using conventional semen (TAIC), and TAI using sex-sorted semen (TAIS). The total time horizon analysed corresponded to 25 years, divided into 425 periods of 21 days. The model simulates the biological cycle that takes place within the bovine herd, and uses input information (productive parameters, investments, and reproductive program) to calculate output information (animal inventory variance, incomes, costs, and cash flow analysis). Based on the obtained cash flow, the payback period, net present value, and internal rate of return were calculated. The payback for AIC, AIS, TAIC, and TAIS occurred in 26, 27, 23, and 25 periods. The net present value and the internal rate of return per year of the investment for AIC, AIS, TAIC, and TAIS were US$ 557773 and 59.44%; US$ 520469 and 54.76%; US$ 741800 and 70.22%; and US$ 662891 and 63.52%, respectively. The mean culling rate over 25 years for AIC, AIS, TAIC, and TAIS was 43.30%, 64.89%, 21.12%, and 36.40%, respectively. The simulation clearly demonstrated the economic and technical benefits of using TAI in dairy herds. These benefits are greater when TAI is used with conventional semen, despite the large investment in technology that is required. Using this mathematical model, future studies could be conducted when the assessment of the technical and economic viability of new scenarios is required.

As mudanças no ambiente institucionais e seus efeitos sobre o desempenho recente da produção de milho e soja no Brasil e Argentina são os objetivos deste artigo, que tem como referencial teórico a Nova Economia das Instituições. Importantes diferenças marcam o desempenho da produção de grão nestes países, apesar do Brasil e Argentina terem seguido o mesmo modelo de desenvolvimento baseado no processo de substituição de importação e economia fechada. Observa-se também que além das condições edáfo-climáticas que trazem uma vantagem inicial para a produção de grãos na Argentina, de uma forma geral, este país, em função da sua menor população e menor absorção interna de produtos, sempre teve uma maior inserção no mercado internacional.

This paper examines the role of the institutions that affected Brazilian and Argentinean grain agroindustrial systems in this decade, using the New Institutional Economics as theoretical reference. Important differences mark the performance of the production of grains in these countries, despite Brazil and Argentina having followed the same model of development based on the process of import substitution and a closed economy. In addition to the edapho-climatic factor which brings initial advantages to the production of grains in Argentina, in general, this country has always had greater insertion in the international market due to its smaller population. The changes in the institutional environment and its effects on the recent performance of soybean and corn production in Brazil and Argentina are the objective of this work.
