Resumo O artigo problematiza a violência de gênero no campo do planejamento e dos estudos territoriais a partir de uma fotografia do primeiro ano da pandemia da COVID-19 (2020) no município de São Paulo. A primeira seção trata de uma discussão teórica sobre o recorte temático que considera a reflexão sobre a prática na saúde e no planejamento. Desta seção, apontamos as territorialidades do cuidado, valendo-se do Modelo Ecológico da OMS. Na seção seguinte, a abordagem teórica é explorada em um retrato do primeiro ano da Pandemia de COVID, com base em três abordagens para as territorialidades no enfrentamento da violência contra a mulher: a partir do principal instrumento de planejamento territorial (Plano Diretor), pela rede de equipamentos especializados ao enfrentamento da violência, pelos equipamentos sociais que contribuem para a prevenção e pelo suporte às relações sociais cotidianas. Como resultado foi identificado que os Planos Diretores de 2002 e 2014 não incorporaram as bases das políticas de enfrentamento da violência, o que representa uma determinada condição prévia para os territórios quando do período da pandemia. Abstract The article problematizes gender violence in the field of planning and territorial studies from a snapshot of the first year of the COVID-19 pandemic (2020) in the municipality of São Paulo. The first section deals with a theoretical discussion on the thematic that considers the reflection on the practice in health and planning. In this section, we point out the territorialities of care, making use of the WHO Ecological Model. In the following section, the theoretical approach is explored in a portrait of the first year of the COVID Pandemic, based on three approaches to territorialities in the confrontation of violence against women: from the main instrument of territorial planning (Master Plan), by the network of specialized equipment to confront violence, by the social equipment that contribute to prevention and by the support to daily social relations. As a result, it was identified that the Master Plans of 2002 and 2014 did not incorporate the bases of policies to address violence, which represents a certain precondition for the territories when the pandemic period. RESUMO Políticas, planos e estratégias de adaptação às mudanças climáticas têm ganhado agenda de governos em todo planeta e em diversas escalas. Estariam os atuais instrumentos endereçando a redução de desigualdades, justiça e demanda por direitos? A primeira parte da pesquisa analisa a produção científica no Brasil e em Portugal sobre justiça climática. A segunda parte discute como as estratégias e políticas atuais de adaptação nos dois países contêm componentes relacionados à justiça.

ABSTRACT Policies, plans and strategies for adapting to climate change are now in the agenda of governments across the planet and at different scales. Are the current instruments addressing issues of justice, the reduction of inequality, and demands for rights? The first part of the research analyzes scientific production on climate justice in Brazil and Portugal. The second part discusses how current adaptation strategies and policies in both countries contain components related to justice.

ABSTRACT This article addresses issues of planning and water management, using the São Paulo Metropolitan Region as a case study. We study the climate phenomenon of scarcity of rainfalls and the water supply crisis of 2014-2015. We developed a theoretical-methodological framework to guide the analysis of the impacts of this event for planning culture and systems. The framework was used to conduct and analyze the bibliography and documents produced after the event and in the interviews with practitioners. We conclude that extreme events that generate risk and disaster situations could be an opportunity to change and rethink the forms of development. However, despite some advances, the response to crises has maintained the planning of territorial and water policy, and does not configure a transition to a more sustainable and able to reduce vulnerabilities.

RESUMO O presente artigo aborda o planejamento e a gestão da água adotando como estudo de caso a Região Metropolitana de São Paulo. O fenômeno climático estudado é o da escassez de precipitação e a crise de abastecimento nos anos de 2014 e 2015. Para o estudo foi elaborado um arcabouço teórico-metodológico que embasou questões norteadoras para análise documental e entrevistas sobre os impactos desse evento no que se denomina de cultura e sistema de planejamento. Como conclusões, tem-se que eventos extremos que geram situações de risco e desastres poderiam representar uma oportunidade para alterar e repensar as formas de desenvolvimento, no entanto, apesar de alguns avanços, a resposta às crises tem mantido o modelo de planejamento das políticas territoriais e da água, não se constituindo em uma transição para um modelo mais sustentável e capaz de reduzir vulnerabilidades.

Resumo Este artigo discute iniciativas de transformação de rios em metrópoles no contexto de mudanças nas estruturas e na cultura do planejamento e da governança. Após uma discussão teórica sobre conceitos e abordagens de planejamento e governança, são sucintamente apresentadas experiências de recuperação de rios das metrópoles de Nova York, Região do Ruhr, Seul, Buenos Aires e Cairo e criticamente discutidas iniciativas em curso na Macrometrópole Paulista (MMP). À luz da análise das experiências internacionais, o artigo destaca a construção de uma efetiva institucionalidade política e gerencial, o fortalecimento da sociedade civil e a promoção de uma verdadeira opinião pública em nível regional como condição para avanços com a renaturalização ou revitalização dos rios na MMP.

Abstract The article discusses initiatives aiming to transform metropolitan rivers in the context of ongoing changes in planning and governance structures and culture. Following a theoretical discussion on concepts and approaches related to planning and governance, experiences regarding the recovery of major rivers in New York, the Ruhr Region, Seoul, Buenos Aires and Cairo are briefly presented and ongoing initiatives in the São Paulo Macrometropolis are critically discussed. In the light of the analysis of the international experiences, the article highlights the building of an efficient political and managerial institutional framework, the strengthening of civil society, and the promotion of an effective public opinion at the regional level as conditions for progress concerning the renaturalization or revitalization of rivers in the São Paulo Macrometropolis.

Resumo As cartas geotécnicas de aptidão à urbanização fornecem diretrizes para ocupação do solo frente à susceptibilidade a desastres. Apresentam-se inovações metodológicas para elaboração dessas cartas incorporando a análise de bacias hidrográficas em um estudo de caso do município de Itapevi. Empregou-se o modelo Shalstab (Shallow Slope Stability) para avaliar a susceptibilidade a deslizamentos e eventos correlatos. As zonas úmidas foram mapeadas conjugando o modelo Hand (Height to the nearest drainage), mapeamento de planícies fluviais e a proximidade a encostas côncavas. Um mapeamento participativo identificou áreas críticas de inundação e possíveis impactos ocupação de suas sub-bacias. As tendências de urbanização foram modeladas por kernel multivariado. São discutidas perspectivas de gestão de risco de desastres junto à gestão de bacias hidrográficas.

Abstract Geotechnical maps of suitability for urbanization can provide directives for land use in terms of susceptibility to disasters. This paper presents methodological innovations for the development of these maps by incorporating hydrographic basin analysis in a case study conducted in the municipality of Itapevi. The Shalstab (Shallow Slope Stability) model evaluated the susceptibility of an area to landslides and correlated events. Wet zones were mapped by combining the Hand (Height to the Nearest Drainage) model with floodplain mapping and proximity to concave slopes. Participatory mapping delineated critical flood areas and possible impacts of land use on sub-basins. Urbanization trends were modeled using multivariate kernel analysis. This study presents perspectives on disaster risk management integrated with those of basin management.

Resumo O objetivo deste artigo é analisar, a partir dos conceitos bourdieusianos de campo, habitus e capital, como processos de reestruturação na economia, na política e na própria sociedade geraram uma série de desafios e oportunidades para a formação e atuação no planejamento do espaço e dos territórios no Brasil. Argumenta-se que as transformações no período pós-1970 produziram novas competências e habilidades para o planejamento que transbordaram a formação tradicional. Ao mesmo tempo, observa- se que o complexo brasileiro de instituições responsáveis pela formação e atuação profissional ainda está desarticulado e com alcance limitado para absorver as novas demandas que cercam o planejamento do país. Abstract The objective of the article is to analyze, based on Bourdieu’s concepts of the field, habitus and capital, how restructuring processes in the economy, in politics and society itself have generated a number of challenges and opportunities for the formation and professional practice of Brazilian spatial planning. We argue that changes in the post-1970 period have generated new skills and abilities for planning that have crossed the boundaries of traditional formation. At the same time, it may be observed that the Brazilian set of institutions, responsible for formation and professional practice, is still relatively disconnected, and with a limited scope to absorb the new demands faced by planning within the country. We briefly discuss an ongoing experience within the Universidade Federal do ABC (UFABC) regarding an interdisciplinary bachelor’s degree in territorial planning created on the basis of its graduate program in territorial planning and management.
