Abstract: This article evaluates the fulfillment of electoral pledges on trade policy by US presidents in the period from 1989 to 2021 with the aim of identifying patterns of continuity and change in the agenda of the parties and the country. The identification of promises was made based on the analysis of the campaign manifestos of the parties of the presidents elected in the period. The criterion established to evaluate the fulfillment of the pledges was the implementation of an action. There are similar degrees of compliance between Democrats and Republicans, whose agendas (i) are similar in terms of free trade agreements and protectionist measures and (ii) diverge in relation to the adherence of labor rights and environmental protection commitments in these agreements. Original, it contributes to the debate on the quality of democratic representation by measuring the degree of responsiveness of political parties in a policy of special interest to American workers. At the same time, it shows how bipartisan continuity and convergence were fundamental in guiding US trade policy.

Resumo: Este artigo avalia o cumprimento de promessas eleitorais sobre política comercial pelos presidentes dos EUA no período de 1989 a 2021 com o intuito de identificar padrões de continuidade e de mudança na agenda dos partidos e do país. A identificação de promessas foi feita a partir da análise dos manifestos de campanha dos partidos dos presidentes eleitos no período. O critério estabelecido para avaliar o cumprimento da promessa foi o da implementação da ação. Verifica-se graus de cumprimento similares entre Democratas e Republicanos, cujas agendas (i) aproximam-se no tocante aos acordos de livre-comércio e às medidas protecionistas e (ii) afastam-se em relação à aderência aos direitos trabalhistas e aos compromissos de proteção ambiental nestes acordos. Original, contribui com o debate sobre a qualidade da representação democrática ao aferir o grau de responsividade dos partidos políticos em uma política de especial interesse para os trabalhadores americanos. Ao mesmo tempo, mostra como a continuidade e convergência bipartidária foram fundamentais para orientar a política comercial dos EUA.

Abstract The present study analyzes the limits of regionalism in achieving SDG 8, with a focus on the Mexican reality. It is based on the hypothesis that the role of the national government is decisive for incorporation of the Agenda 2030 in cases of regionalism based on an intergovernmental dynamic. We argue that NAFTA had a limited impact on improving working conditions in Mexico, as it only affected export-oriented regions and sectors. Since 2019 there has been an increase in the minimum wage, which can be explained not only by enforcing the USMCA, but also by a compatibility between internal and external agendas. O artigo analisa o processo de desigualdades sociais do período recente do capitalismo histórico, com ênfase no acirramento da iniquidade e como ela impacta nos meios de luta dos movimentos sociais. Primeiro, apresentamos o debate teórico-metodológico sobre desigualdade, a lógica das expulsões, os novos riscos sociais e suas consequências para a democracia contemporânea. Em seguida, avaliamos como os movimentos sociais têm lutado contra a desigualdade e a retirada de direitos por meio de novas formas de articulação, manifestação e formação de movimentos antissistêmicos. Partindo do debate agência-estrutura, demonstramos como o local e o global se entrelaçam na dinâmica das desigualdades e a luta dos diferentes movimentos sociais. E, por fim, apontamos os principais desafios para que os movimentos recuperem sua capacidade de promover a emancipação social.

This article analyzes the process of social inequalities in the recent historical capitalism, highlighting its intensification and how it impacts the means of struggle used by social movements. First, we present the theoretical and methodological debate on inequality, the logic of expulsions, the new social risks, and their consequences for contemporary democracy. Then, we evaluate how social movements have fought against inequality and the stripping of rights by new forms of articulation, manifestation and formation of anti-systemic movements. Based on the agency-structure debate, we show how the local and the global are intertwined in the dynamics of inequality and the struggle of different social movements. Finally, we point out the main challenges for movements to recover their capacity to promote social emancipation.

L’article analyse la démarche des inégalités sociales dans la période récente du capitalisme historique, en soulignant son intensification et son impact sur les moyens de lutte des mouvements sociaux. Dans la première partie, nous présentons le débat théorico-méthodologique sur les inégalités, la logique des expulsions, les nouveaux risques sociaux et leurs conséquences sur la démocratie contemporaine. Ensuite, nous évaluons comment les mouvements sociaux ont lutté contre les inégalités et le retrait des droits à travers de nouvelles formes d’articulation, de manifestation et de formation des organisations anti-systémiques. En s’appuyant dur le débat agence-structure, nous démontrons comment le local et le global s’entremêlent dans la dynamique des inégalités et la lutte des différents mouvements sociaux. Enfin, nous soulignons les principaux défis que les mouvements doivent relever pour retrouver leur capacité à promouvoir l’émancipation sociale.

Resumo Após um tenso processo de renegociação dos termos do NAFTA (Acordo de Livre Comércio Norte-Americano), os governos dos Estados Unidos, México e Canadá estabeleceram um novo acordo regional: o USMCA (Acordo Estados Unidos, México e Canadá), cujo objetivo é superar problemas criados desde a entrada em vigor do NAFTA em 1994. A ratificação deste documento pelos respectivos congressos nacionais gerou novas tensões e instabilidades no cenário político destes países, especialmente devido às assimetrias que existem entre eles. Este trabalho visa analisar o impacto deste desequilíbrio no processo de renegociação do NAFTA, considerando o comportamento dos Estados Unidos em relação a seus parceiros, especialmente o México.

Abstract After a tense process of renegotiating the terms of the NAFTA (North American Free Trade Agreement), the governments of the United States, Mexico and Canada established a new regional agreement, the USMCA (United States, Mexico and Canada Agreement), whose purpose is to overcome problems that emerged since the NAFTA came into force in 1994. The ratification of this document by the national congresses of the referred countries has generated new tensions and instabilities in their political scenario, especially due to the existing structural asymmetries between them. This work aims to analyse the impact of that imbalance in the NAFTA renegotiation process, considering the behaviour of the United States in relation to its partners, especially Mexico.

Resumo: Este artigo tem como objetivo demonstrar que as mudanças realizadas por Donald Trump na política migratória dos Estados Unidos foram conduzidas a partir da retórica da ameaça, com o propósito de securitizar a imigração. Partindo do binômio “eu-outro” para analisar discursos e ações unilaterais do Executivo, empregamos o método da Análise Crítica do Discurso (ACD) para identificar as estratégias discursivas que mobilizaram o debate “nós contra eles”. Em consonância com os pressupostos teóricos da Escola de Copenhague, argumentamos que Trump construiu um movimento de securitização da política migratória ao empregar uma narrativa em que latino-americanos e muçulmanos representam uma ameaça aos norte-americanos e aos Estados Unidos. Entretanto, concluímos que esse movimento foi incompleto, na medida em que não engendrou legitimação perante a maior parte da opinião pública, encontrou resistências à sua implementação no Judiciário e em governos estaduais, e não fomentou a construção de um consenso no Legislativo que resultasse em uma reforma coerente e ampla da imigração.

Abstract: This article aims to show that Donald Trump's changes in US migration policy were driven by threat rhetoric with the purpose of securitizing immigration. Starting from the binomial “I-other” to analyze the Executive's discourses and unilateral actions, we used the method of Critical Discourse Analysis (CDA) to identify the discursive strategies that mobilized the “us against them” debate. In line with the theoretical assumptions of the Copenhagen School, we argue that Trump built a movement to securitize migration policy by employing a narrative in which Latin Americans and Muslims represent a threat to Americans and the United States. However, we conclude that this movement was incomplete, as it did not engender legitimacy before most of public opinion, encountered resistance to its implementation in the Judiciary and in state governments and did not foster the forging of a consensus in the Legislative that would result in a coherent and comprehensive reform of the migration policy.

Resumo Ao longo de três décadas, o Mercosul passou por diversas fases e enfrentou distintas crises, embora permanecesse o consenso entre seus membros sobre a sua importância para a região e como instrumento de inserção internacional, à exceção do momento atual com o posicionamento questionador do governo de Jair Bolsonaro. O objetivo deste artigo é discutir como a tensão entre os defensores de um Mercosul mais aprofundado e de um Mercosul meramente comercial afetou a institucionalidade desse processo ao longo do tempo, assim como suscitou crises e relançamentos. O argumento deste artigo é que a não construção de um consenso sobre qual o significado da cooperação no Mercosul e os seus objetivos, propiciou uma institucionalidade frágil, suscetível a retrocessos no processo de integração.

Abstract Over the course of three decades, Mercosur has passed through several phases and faced different crises. Although its members have maintained a consensus on its importance for the region and as an instrument of international insertion, the current moment marks an exception with the contesting position of Jair Bolsonaro’s administration. This article aims to discuss how the tension between the defenders of a deeper Mercosur and a purely commercial Mercosur has affected the institutionality of this process over time, caused crises and relaunching. The argument of this article is that the failure to build a consensus on the meaning of cooperation in Mercosur and its objectives has provided a fragile institutional framework, susceptible to setbacks in the integration process.

RESUMO O objetivo deste artigo é analisar as relações de comércio e investimento da China com a América Latina, especialmente com o Brasil e o MERCOSUL, no contexto da crise econômica internacional. Em um cenário em que os preços das commodities parecem permanecer baixos, a região aumenta sua dependência da China. Assim, os chineses aproveitam para avançar nas economias da região, aumentando a reprimarização das economias desses países.

ABSTRACT The purpose of this article is to analyze China’s trade and investment relations with Latin America, especially with Brazil and MERCOSUR in the context of the international economic crisis. In a scenario in which commodity prices appear to remain low, the region increases its dependence on China. Thus, the Chinese take advantage to advance on the economies of the region, increasing reprimarization of the economies of these countries.

Este artigo examina o processo de integração na América do Sul sob as premissas do neodesenvolvimentismo liderado pelo Brasil, no período de 2003 a 2014. Esse giro à esquerda vem acompanhado da preocupação com o crescimento econômico com justiça social, da defesa da integração regional sob as premissas pós-neoliberais, da inserção internacional com certo grau de autonomia e do revigoramento do papel do Estado para alcançar esses propósitos. A linha de abordagem do tema considera também a presença chinesa na região, particularmente sua aproximação com a Argentina e o Brasil. Objetiva-se apresentar subsídios para o esclarecimento das seguintes questões: essa estratégia de integração liderada pelo Brasil, em que pese a defesa da integração, alcançou intensificá-la? E qual o lugar da integração no giro à esquerda? A análise do tema pauta-se em documentos oficiais e na literatura especializada, numa perspectiva histórica.

This article examines the integration process in South America under neodevelopment assumptions led by Brazil, from 2003 to 2014. This turn to the left is accompanied by a concern for economic growth with social justice, defense of regional integration under the post-neoliberal premises of international integration with a degree of autonomy and reinvigoration of the state’s role to achieve these purposes. The approach also considers the Chinese presence in the region, particularly its relationship with Argentina and Brazil. It aims to provide subsidies to clarify the following issues: this integration strategy led by Brazil, despite the defense of integration, intensified it? And what is the part of integration in the “turn to the left”? The analysis is guided by official documents and the literature, from a historical perspective.

Cet article analyse le processus d’intégration en Amérique du Sud, en fonction des prémisses du néo-développement mené par le Brésil pendant une période qui va de 2003 à 2014. Ce virage à gauche est accompagné d’un souci de développement économique et de justice sociale, de la défense de l’intégration régionale dans le cadre des prémisses post-néolibérales, de l’insertion internationale avec un certain degré d’autonomie et d’un renforcement du rôle de l’Etat pour atteindre ces objectifs. Dans son approche, le thème prend aussi en considération la présence de la Chine dans la région et tout particulièrement son rapprochement avec l’Argentine et le Brésil. Il se veut d’apporter des éléments permettant un éclairage sur les questions qui suivent. Cette stratégie d’intégration menée par le Brésil et où la défense de l’intégration a un poids important, a-t-elle permis de l’intensifier? Et, quelle est la place de l’intégration dans ce “virage à gauche”? L’analyse se fait dans une perspective historique et se base sur des documents officiels et sur les publications spécialisées en la matière.

PURPOSE: To evaluate alanine aminotransferase levels before and after a hemodialysis session and to correlate these values with the hematocrit rate and weight loss during hemodialysis. PATIENTS AND METHODS: The serum alanine aminotransferase levels, hematocrit rate and body weight were measured and correlated before and after a single hemodialysis session for 146 patients with chronic renal failure. An receiver operating characteristic (ROC) curve for the serum alanine aminotransferase levels collected before and after hemodialysis was plotted to identify hepatitis C virus-infected patients. RESULTS: The mean weight loss of the 146 patients during hemodialysis was 5.3% (p < 0.001). The mean alanine aminotransferase levels before and after hemodialysis were 18.8 and 23.9 IU/, respectively, denoting a significant 28.1% increase. An equally significant increase of 16.4% in the hematocrit rate also occurred after hemodialysis. The weight loss was inversely correlated with the rise in both the alanine aminotransferase level (r = 0.3; p < 0.001) and hematocrit rate (r = 0.5; p < 0.001). A direct correlation was found between the rise in alanine aminotransferase levels and the hematocrit during the hemodialysis session (r = 0.4; p < 0.001). Based on the ROC curve, the upper limit of the normal alanine aminotransferase level should be reduced by 40% relative to the upper limit of normal if the blood samples are collected before the hemodialysis session or by 60% if blood samples are collected after the session. CONCLUSION: In the present study, significant elevations in the serum alanine aminotransferase levels and hematocrit rates occurred in parallel to a reduction in body weight after the hemodialysis session. These findings suggest that one of the factors for low alanine aminotransferase levels prior to hemodialysis could be hemodilution in patients with chronic renal failure.
