Abstract In a globalized world, Legislative control over matters related to Mercosur and the European Union (EU) is important. However, its importance varies according to Regional Foreign Policy (RFP) decisions. This article investigates whether there are configurations, considering institutional design, political conditions, and economic factors, which explain the intensity of legislative participation in determining such matters. Specialists were consulted to select five decisions that represented significant changes for the regional dynamics of Mercosur and EU member countries. Abstract Does French legislation encourage integration and post-national citizenship? Although French national identity and integration literature reaffirms the exhaustion of the French model and politics for integration, and although traces of economic and social segregation are still observed, data from the Institut national de la statistique et des études économiques and the Migrant Integration Policy Index indicate instead a growing care, from 2015 onwards, to include non-nationals into French society. In light of this mismatch between literature and data, this study tests the hypothesis that the legislative acts published by Paris display a propensity towards welcoming and guaranteeing rights regardless of the immigrants’ nationality. To that end, our research design is multi-method. First, we applied content analysis to 40 regulations referring to immigration, nationality, and citizenship in the period from 2001 to 2022. Then, correspondence analysis was used to gauge the correlation between the proposed categories. Corroborating our hypotheses, the results suggest that (i) French laws, decrees, and ordinances have set norms that are more focused on respecting and welcoming immigrants; and that (ii) there is a correlation between the norms that include non-nationals and those that dissociate the guarantee of rights from nationality. Resumo: Este trabalho tem como propósito introduzir e aprofundar a aplicação do método de Process Tracing (PT) na análise de estudos de caso como teste de teoria em Relações Internacionais (RI), focando especialmente em pesquisadores brasileiros. Inspirado pelo crescente uso e importância do PT, visa oferecer uma estrutura para sua utilização na modalidade de teste de teoria, auxiliando aqueles que buscam adaptar teorias de RI para avaliar casos específicos. Utilizando como exemplo a institucionalização da US Commission on International Religious Freedom (USCIRF) nos Estados Unidos, o artigo se baseia na estruturação do método para sistematizar o teste da teoria do Novo Liberalismo de Moravcsik (1997). O texto apresenta o caso de forma estruturada, demonstrando como o PT pode ser aplicado em estudos centrados na teoria. Abstract: This article aims to introduce and delve into the application of the Process Tracing (PT) method in the analysis of single case studies as theory testing in International Relations (IR), focusing particularly on supporting Brazilian researchers. Resumo Existe um alinhamento entre as políticas migratórias da França e o seu padrão de acolhimento de imigrantes e refugiados? Os imigrantes representam 13.1% da população francesa, e as discussões sobre seus impactos e capacidades de adaptação remontam ao século XIX. Abstract Is there an alignment between France’s migration policies and its pattern of receiving immigrants and refugees? Immigrants represent 13.1% of the French population, and debates about their impact and assimilation capacity date back to the 19th century. National and European legislation sets the rules governing entry permits and the conditions for obtaining permanent residence. This article analyzes France’s migration policy based on the legislation enacted between 2015 and 2019 and data on the granting of residence, asylum, and resettlement in the same period. RESUMO Introdução: O objetivo deste artigo é apresentar o potencial da análise do ‘texto como dado’ nas pesquisas em Relações Internacionais. A partir do diagnóstico de discrepância na proporção de publicações que adotam essa abordagem de análise textual, apresentamos as principais metodologias na dimensão que vai do ‘texto como texto’ ao ‘texto como dado’ para destacar a oportunidade existente. Visando estimular a produção na área, desenvolvemos um caso prático e replicável, onde respondemos à seguinte pergunta: Diante do conflito Israel e Palestina, como representantes do Brasil, Estados Unidos, Israel e Palestina emocionalmente se expressaram em discursos proferidos nos encontros do Conselho de Segurança das Nações Unidas (CSNU)? Materiais e Métodos: Através de revisão estruturada da literatura, é apresentado o estado atual do campo da análise textual no âmbito das Relações Internacionais. Discussão: O estado atual das pesquisas em Relações Internacionais apresenta evidente discrepância na produção de pesquisas com a abordagem do ‘texto como dado’ quando comparada à abordagem do ‘texto como texto’. Acreditamos que este cenário possa ser resultado da ausência de treinamento em metodologias contemporâneas e intensivas em abordagens computacionais. ABSTRACT Introduction: The purpose of this article is to present the potential of ‘text as data’ analysis in research in International Relations. From the discrepancy in the proportion of publications that adopt this textual analysis approach, we presented the leading methodologies in the dimension ranging from ‘text as text’ to ‘text as data’ to highlight the existing opportunity. Aiming to stimulate production in the area, we developed a practical and replicable case, where we answered the following question: In the face of the Israel and Palestine conflict, how do the representatives of Brazil, United States, Israel and Palestine emotionally express themselves through their speeches at the Security Council meetings United Nations (UNSC)? Materials and Methods: Through a structured literature review, we presented the current state of the field of textual analysis in the scope of International Relations. A practical case was developed in a fully replicable way in the R language applying the sentiment analysis to the 77,857 given speeches at the UNSC from 1995 to 2019. Results: We demonstrated the potential of ‘text as data’ to carry out systematic analyses of large document collections and their complementarity to qualitative studies that try to obtain scientific conclusions through the ‘text as text’ approach. With the practical example, we show how the ‘text as data’ approach provides a well-informed and consistent analysis of actual events and inflections expressed in the content of speeches without the need for intense prior manual dedication. Discussion: The current state of the research in International Relations shows an evident discrepancy in the production of research with the ‘text as data’ approach compared to the ‘text as text’ approach. This scenario may result from the absence of training in contemporary methodologies and the lack of intensive computational approaches in the carried-out research. The article faces this challenge through a replicable theoretical and methodological exercise.

In the current international system, countries have responded in distinct manners to migratory phenomenon, principally in the internal sphere. Using Hermann’s Model, this study intends to verify, using documentary analysis, the level of influence which the international treaties signed by Brazil exercised on the formulation of migration legislation in the country between the Foreigner Statute (Law Nº 6.815/1980) and the 2017 Migration Law (Law Nº 13.445/2017). The results show that the Migration Law was more successful in enshrining terms established in international agreements, since the Foreigner Statute was created in a period in which the foreign policy agenda did not defend post-national citizenship.

Abstract This paper aims to: (i) investigate whether Republican legislatures were more inclined than Democratic ones to uphold laws of national sovereignty and whether Democratic legislatures were more likely than Republican ones to prioritise bills linked to the post-national perspective; (ii) assess the US migration laws by considering how state-level legal systems affect migrants’ lives. Using data from the National Conference of State Legislatures and Legiscan and techniques like clustering, statistical, and geospatial analysis, we found that bills sponsored by the Democratic Party are indeed more likely to belong to the post-national category than bills by the Republican Party.

Resumo O objetivo principal deste artigo é analisar até que ponto a orientação partidária (direita-esquerda) dos congressistas brasileiros influenciou o seu apoio discursivo à UNASUL no período de 2000 a 2020. Para atingir este objetivo, a primeira seção faz uma revisão da literatura acerca da relação entre iniciativas de integração regional e a orientação ideológica dos partidos políticos. A segunda parte do artigo apresenta os aspetos metodológicos e descreve os diferentes passos da análise de discurso. Finalmente, a última seção apresenta os resultados que, corroborando o argumento predominante na literatura existente, atestam que os partidos de esquerda tendem a falar de forma mais positiva acerca da integração regional, enquanto os partidos de direita tendem a falar menos, e de forma mais negativa, acerca do mesmo assunto.

Abstract The main goal of this article is to investigate whether the party orientation (right-left) of Brazilian Congressmen somehow influenced their discursive support to UNASUR from 2000 to 2020. To achieve this, the first section performs a literature review about the relation between regional integration initiatives and the ideological orientation of political parties. The second part of the article exposes its methodological aspects and discriminates all the steps taken to do the discourse analysis. Finally, the last session presents the results which, corroborating the majoritarian argument of the existing literature, attest that left-wing parties tend to speak more positively about regional integration, while right-wing parties tend to speak less and more negatively about the same object.

Resumo Neste artigo, analisamos o conteúdo dos discursos proferidos por Presidentes, Chanceleres e Embaixadores brasileiros nas Sessões Ordinárias anuais da Assembleia Geral das Nações Unidas entre 1946 e 2019. O objetivo principal é descobrir com que frequência e em que circunstâncias os diplomatas brasileiros fizeram menção ao regionalismo americano, seja em relação a projetos específicos, seja em conceitos abstratos de integração e cooperação regional. Com base nessa análise, destacamos a grande importância dada ao MERCOSUL (e, em menor medida, à UNASUL) em detrimento de outros regionalismos, bem como a preferência dos diplomatas brasileiros por uma abordagem discursiva flexível, discreta, abstrata e de baixo custo. Em suma, a cooperação e a integração têm sido frequentemente discutidas, mas pouca atenção tem sido dada aos limites e possibilidades de cada projeto em construção.

Abstract In this article, we analyse the content of the speeches delivered by Brazilian Presidents, Foreign Ministers and Ambassadors at annual Ordinary Sessions of the United Nations General Assembly in the period between 1946 and 2019. Our primary objective is to find out how often and under what circumstances Brazilian diplomats mentioned the subject of American regionalism and whether the mention was made in reference to specific projects or to abstract concepts of regional integration and cooperation. Based on this analysis, we highlight the great deal of importance that was given to MERCOSUR – and, to a lesser extent, UNASUR – to the detriment of other regional integration projects, as well as the preference, by Brazilian diplomats, for a flexible, low-profile, abstract and low-cost discursive approach. In short, we found that cooperation and integration have frequently been discussed, although little attention has been devoted to the limits and possibilities of each project under construction.

Resumo O artigo analisa a cooperação internacional descentralizada entre o Brasil e a Europa, enfocando duas questões específicas que não são os principais objetivos da literatura especializada em estudos de paradiplomacia. Primeiro, como a cooperação internacional pode ser usada como uma ferramenta para projeção de poder. Segundo, os efeitos que a assimetria econômica, política e institucional entre os atores envolvidos nos acordos de cooperação produz sobre os resultados da cooperação. Para isso, utilizou-se uma ampla gama de documentos e dados (entrevistas, documentos oficiais, atas de reuniões e dados coletados com pesquisa aplicada a gestores públicos), relacionados à cooperação internacional desenvolvida entre o Brasil e os países europeus. As conclusões são de que, mesmo em acordos de cooperação descentralizada, as relações de poder são importantes para os resultados da cooperação.

Abstract The article analyses the decentralised international co-operation between Brazil and Europe, focusing on two specific issues that are not the main objectives of the literature specialised in paradiplomacy studies: first, how international co-operation can be used as a tool for power projection and second, the effects that the economic, political and institutional asymmetry among the actors involved in co-operation arrangements produces on the co-operation outcomes. For that, a wide range of documents and data was used (interviews, official documents, minutes of meetings and data collected with a survey applied to public managers) related to the international co-operation developed between Brazil and European countries. The conclusions are that even in decentralised co-operation arrangements, power relations matter to the results of co-operation.

Resumo A heterogeneidade econômica entre Estados, os vários conflitos, desastres na saúde e ambientais, assim como novos processos de compartilhamento de informações, levam a um aumento do fluxo migratório. A sociedade brasileira foi historicamente constituída de importantes fluxos imigratórios, depois tornou-se uma fonte de emigração, recentemente transformando-se em receptora de haitianos e cidadãos latino-americanos. Portanto, indagamos: quais fatores - e até onde - influenciam a inserção de imigrantes na força de trabalho brasileira? A hipótese é que a nacionalidade, gênero, raça e educação dos imigrantes influenciam no salário e no tipo de ocupação. Dois métodos comparativos são aplicados - utilizando dados do Obmigra - para testá-la: (i) uma avaliação quantitativa baseada numa descrição estatística multivariada e em técnicas georreferenciadas; e (ii) uma análise quantitativa baseada em estatística inferencial. Observamos que a nacionalidade é o fator que mais importa para a inserção no mercado de trabalho.

Abstract The economic heterogeneity between states, the various conflicts, health and environmental disasters, as well as new processes of information dissemination, lead to a significant increase in migratory flows. Brazilian society has been constituted by important immigration flows, then became a source of emigration, and in recently years it has been receiving Haitians and citizens of other Latin American countries. We ask: which factors - and to what extent - do influence the insertion of the immigrant into the Brazilian workforce? The hypothesis is that immigrants’ nationality, gender, race and education influence salary and type of occupation. Two comparative methodological approaches are applied - using data available in Obmigra - to test this hypothesis: (i) a quantitative evaluation based on multivariate descriptive statistics and geo-referenced techniques; and (ii) a quantitative analysis based on inferential statistics. We observe nationality is the strongest influencer in labor force.

RESUMO Introdução: A teoria aponta para a existência de possíveis elos entre a ideologia partidária e as políticas públicas migratórias, afirmando que, em princípio, valores associados à direita tendem a, com base no nacionalismo, restringir mais as dinâmicas de imigração do que aquelas ligadas à axiologia da esquerda, ancorada no universalismo. A ideologia partidária afeta os padrões de imigração na União Europeia? Este artigo testa a hipótese de que quanto maiores os valores na ideologia (governos de direita), menor o número de migrantes para aquele país específico. Materiais e Métodos: O desenho da pesquisa replica dados secundários do ParlGov e do Comparative Manifesto Project. Também usamos dados do Global Bilateral Migration Database e do Bilateral Migration Matrix. Além da estatística descritiva, examinamos a relação entre ideologia e fluxos migratórios. Nós estimamos dois modelos de regressão para lidar com as seguintes variáveis dependentes: migração líquida e população de refugiados por país ou território de asilo. Resultados: Usando dados do ParlGov, Manifesto e QoG, a estatística descritiva enfatizou uma cartografia muito heterogênea de características políticas, ideologia e migração nos países da União Europeia. A primeira análise de regressão usando dados agregados sugere que quanto maiores os valores de ideologia por país (orientada para a direita), menor o número de pessoas que entram naquele país. No entanto, os resultados de nossa análise estatística desagregada, particularmente o Modelo 1, não indicam nenhum efeito da ideologia de gabinete sobre a migração líquida. No que diz respeito à categoria de refugiados para imigrantes, nossos resultados sugerem que os governos nacionais orientados para a direita são menos receptivos aos refugiados. O Modelo 2 afirmou que um aumento de um ponto na ideologia está associado a uma redução média de 13% no número de refugiados que entram no país. Discussão: Nosso estudo avança o entendimento atual sobre a relação entre ideologia partidária e padrões de imigração. No entanto, os resultados da análise de regressão mostram evidências limitadas em favor da nossa hipótese de que quanto mais à direita o governo no espectro ideológico, menor o número de refugiados aceitos no país. No entanto, esta análise destina-se apenas a mostrar uma relação entre ideologia e migração. Reivindicações causais devem ser interpretadas com cautela.

ABSTRACT Introduction: The theory points out to the existence of likely links between party ideology and migratory policies, stating that, in principle, values associated with the right, based on nationalism, tend to, restrict immigration dynamics more than those linked to the axiology of the left, anchored in universalism. Does party ideology affect immigration patterns in the European Union? This paper tests the hypothesis that the greater the values in ideology (right-wing governments), the smaller the number of migrants to that specific country. Materials and Methods: The research design replicates secondary data from both a parliament and government database (ParlGov) and the Comparative Manifesto Project. We also use data from the Global Bilateral Migration Database and Bilateral Migration Matrix. Besides the descriptive statistics, we examine the relationship between ideology and migration flows. We estimated two regression models to deal with the following dependent variables: net migration and refugee population by country or territory of asylum. Results: Using data from ParlGov, Manifesto, and QoG, descriptive statistics has stressed a very heterogeneous cartography of political features, ideology, and migration in European Union countries. The first regression analysis using aggregate data suggests that the greater the values of ideology per country (right-wing oriented), the lower the number of people entering that country. However, the findings from our disaggregated statistical analysis, particularly Model 1, indicate no effect of cabinet ideology on net migration. As for the refugee category for immigrants, our results suggest that right-oriented national governments are less receptive to refugees. Model 2 stated that a one-point increase in ideology is associated with a 13% average reduction in the number of refugees entering the country. Discussion: This study advances our current understanding about the relationship between party ideology and immigration patterns. Nonetheless, the results of the regression analysis show limited evidence in favor of our hypothesis that the more to the right of the ideological spectrum governments are, the lower the number of refugees they will accept. However, this analysis is only meant to show a relationship between ideology and migration. Causal claims should be interpreted with caution.

Abstract Which factors determine the amount of diplomatic attention bestowed to partner countries? By analyzing the Brazilian case from 2008 to 2015, we compare the effect of structural, bilateral, and bureaucratic factors in shaping the country’s diplomatic presence abroad, as measured by the ranking and size of its diplomatic representations. Did the diplomacy of Luiz Inacio Lula da Silva (Lula) invoke the idea of South America more than that of Fernando Henrique Cardoso (FHC) and Dilma Vana Rousseff (Dilma)? The principal conclusions we have reached are that South America was indeed more cited than Latin America and that this reached its peak during the Lula years. These results are significant because they corroborate the main conclusions of historians and qualitative analysts on this matter, through using a different approach based on quantitative methods.
