RESUMO Este artigo apresenta os fundamentos teórico-metodológicos da teoria de L. S. Vigotski (1896-1934) sobre o desenvolvimento da linguagem e as possibilidades de intervenção no âmbito da Educação Especial na perspectiva inclusiva. Recupera-se aspectos teórico-práticos da Educação Especial em Cuba com o objetivo de apontar possibilidades de mediações no desenvolvimento da linguagem de crianças com deficiências. Isso é feito mediante estudo bibliográfico e análise de práticas de profissionais da Logopedia, que se apoiam nessa teorização e têm se revelado positivas para a aprendizagem e o desenvolvimento dos alunos no atendimento educacional especializado em Cuba. Percebe-se que os fundamentos da Teoria Histórico-Cultural ao embasar o trabalho educativo cubano, possibilitou o alcance de resultados expressivos com intervenção pedagógica na perspectiva de compensação cultural. O investimento em formação de professores, nas famílias e profissionais envolvidos em diagnóstico e atendimento, bem como as mediações culturais por estes realizadas, permitiram a efetivação de um projeto educacional que faz frente à exclusão educativa, evidenciando um trabalho pedagógico substancial para o desenvolvimento humano das pessoas com deficiência.

ABSTRACT This article presents the theoretical-methodological foundations of L. S. Vygotsky’s (1896-1934) theory on language development and the possibilities of intervention in the context of Special Education in an inclusive perspective. Theoretical and practical aspects of Special Education in Cuba were recovered to point out possible mediations in the language development of children with disabilities. Done through a bibliographic study and analysis of the practices of Logopedia professionals, based on this theory, have proved to be very positive for the learning and development of students in specialized educational services in Cuba. The foundations of the Historical-Cultural Theory supporting the Cuban educational work enabled the achievement of expressive results with pedagogical intervention with a perspective of cultural compensation. The investment in teacher training, in families and professionals involved in diagnosis and care, just as the cultural mediations carried out by them, allowed the realization of an educational project that tackles educational exclusion, demonstrating a substantial pedagogical work for human development of disabled people.
