ABSTRACT Introduction: The current society has been identified as the Information Society. Questions related to information and its flow are instigated to its understanding and social influence, taking into account documents, varied contents and subjects, diversified behaviors and people who use, receive and reproduce information. The university has the role of contributing to the transformation, training and social awareness from the inseparability between teaching, research and extension by impacting on the personal and professional formation of society, however, the small amount of publication in information science, on the extension university in the community in a situation of social vulnerability, provokes us to question the social relevance of the Extension Program of the Department of Information Science of the Federal University of Santa Catarina. Objective: Thus, through an analysis of the extension in information science, this research article in progress, has the following objective: to reflect on the importance and social relevance of the extension carried out in the community in a situation of social vulnerability. Methodology: used is qualitative with an interpretive critical approach, in two distinct and connected moments: the bibliographical research, in this study, and the field research in the data collection. Result: the practice of participatory extension is evident where, in an interdisciplinary and democratic way, the distance between the academic world and the periphery community, between scientific and popular knowledge, can be reduced through university extension in Information Science. RESUMO Introdução: A sociedade atual vem sendo identificada como Sociedade da Informação. As questões relacionadas à informação e ao seu fluxo são instigadas à sua compreensão e influência social, levando em consideração documentos, conteúdos e assuntos variados, comportamentos diversificados e pessoas usuárias, receptoras e reprodutoras de informação. A universidade tem o papel de contribuir na transformação, capacitação e conscientização social a partir da indissociabilidade entre ensino, pesquisa e extensão por impactar na formação pessoal e profissional da sociedade, no entanto, a pequena quantidade de publicação na ciência da informação, sobre a extensão universitária na comunidade em situação de vulnerabilidade social, nos provoca a interrogação sobre a relevância social do Programa de Extensão do Departamento de Ciência da Informação da Universidade Federal de Santa Catarina. Objetivo: Assim, por meio de análise sobre a extensão em ciência da informação, este artigo de pesquisa em andamento, tem o seguinte objetivo: refletir sobre a importância e relevância social da extensão realizada na comunidade em situação de vulnerabilidade social. Metodologia: Qualitativa com abordagem crítico interpretativo, em dois momentos distintos e conectados: a pesquisa bibliográfica, nesse estudo, e a pesquisa de campo na coleta de dados. Resultados: Evidencia-se a prática de extensão participativa onde, de maneira interdisciplinar e democrática, o distanciamento entre mundo acadêmico e comunidade de periferia, entre conhecimento científico e popular, pode ser menor através da extensão universitária em Ciência da Informação. Resumo Este artigo examina o surgimento e uso do conceito meritocracia e os desdobramentos no sistema educacional inglês. Trata-se de uma pesquisa bibliográfica cujo objetivo é levantar as discussões sobre o mérito em termos de suas origens, na obra do sociólogo britânico Michael Young, The Rise of the Meritocracy (1958) e a experiência meritocrática na reforma da educação inglesa na segunda metade do século XX. Encontramos em John Locke a fonte para entender as razões pelas quais o período moderno valoriza o mérito em detrimento da hereditariedade, e na reforma realizada no Reino Unido por Margareth Thatcher (1979-1990) encontramos o economista Milton Friedman como principal intelectual orgânico a fundamentar a adoção do mérito como critério no sistema educacional contemporâneo.

Abstract This article examines the emergence and use of the meritocracy concept and its developments in the English education system. It is a bibliographical research that aims to raise the discussions on the origins of the term “merit” in the work of British sociologist Michael Young The Rise of the Meritocracy (1958) and English education meritocracy-based reform in the second half of the twentieth century. We find in John Locke the source for understanding the reasons why the Modern Period values merit over heredity, and in the UK reform of Margaret Thatcher (1979-1990) we find the economist Milton Friedman as the main organic intellectual to justify the adoption of merit as a criterion in the current education system.

RESUMO: Neste artigo analisaram-se as relações entre os rankings acadêmicos e o modelo de Universidade de Classe Mundial, bem como a capacidade indutora desses instrumentos em termos de políticas, planejamento e gestão. Para isso, a metodologia contou com levantamento bibliográfico e análise de documentos, indicadores e métricas dos rankings Academic Ranking of World Universities (Ranking Acadêmico de Universidades Mundiais) e Times Higher Education. Considera-se, portanto, que os rankings são tecnologias que operam via governança baseada em benchmarking, criando um espaço de visibilidade internacional, em que se acirra a competitividade, corrobora-se com a difusão do modelo de Universidade de Classe Mundial, indicando como tendência o aprofundamento da diferenciação institucional e o fortalecimento de concepções de universidade e ciência cada vez mais pragmáticas.

ABSTRACT: This article analyzed the relations between academic rankings and the World Class University model, as well as the capacity of these instruments to induce policies, planning and management. The methodology is based on bibliographic survey, document analysis, indicators and metrics of the rankings Academic Ranking of World Universities and Times Higher Education. It considers the rankings are technologies that operate via governance based on benchmarking, creating a space of international visibilityin which competitiveness is intensified, corroborating with the diffusion of the World Class University model. This process tendentially points to the deepening of institutional differentiation and the strengthening of increasingly pragmatic concepts of university and science.

RÉSUMÉ: Dans cet article les relations entre les classements académiques et le modèle d’Université de classe mondiale (UCM) ont été analysés, ainsi que la capacité inductive de ces instruments en termes de politiques, planification et gestion. Pour ça, nous nous appuyons sur une enquête bibliographique, et une analyse de documents, des indicateurs et des métriques du classement académique des universités mondiales et du Times Higher Education. Les classements sont considérés comme des technologies fonctionnant par le biais d’une gouvernance basée sur l’analyse comparative créant un espace de visibilité internationale, dans lequel la compétitivité est renforcée et confirme la diffusion du modèle UCM. Ce processus a tendance à approfondir la différenciation institutionnelle et à renforcer les conceptions de plus en plus pragmatiques des universités et des sciences.
