Abstract This paper provides an in-depth analysis of the evolving landscape of international politics, the challenges this scenario presents for the field of International Relations (IR) and the pivotal role played by Revista Brasileira de Política Internacional (RBPI) in shaping both academic knowledge and policy frameworks. The study aims to achieve two primary objectives. First, to contextualize the significant shifts in international politics in the last few years, such as the rise of China and the impact of the COVID-19 pandemic, while advocating for interdisciplinary approaches and highlighting the contributions of Latin American, particularly Brazilian, scholars to global academic debates. Second, to trace the history, evolution, and international impact of RBPI since its inception in 1958, emphasizing its role in leveraging the standards of academic publishing in Brazil and Latin America, fostering international collaborations, and influencing policy decisions. The paper proposes that RBPI serves as an indispensable platform for advancing rigorous academic inquiry and offers a more inclusive perspective on international relations, thereby having a lasting impact on both the academic and policy landscapes globally.

No artigo são examinados os fundamentos da inserção internacional do Brasil sob o primeiro governo da Presidente Dilma Rousseff (2011-2014). São analisadas as causas da perda de eficiência da estratégia de ação internacional adotada no governo de Luís Inácio Lula da Silva (2003-2010), a partir da elaboração de hipótese analítica relacionada com a ideia de declínio relativo.

In the article we examine the foundations of international insertion of Brazil in the first government of President Dilma Rousseff (2011-2014). The causes of the loss of efficiency of the international action taken in the government of Luiz Inácio Lula da Silva (2003-2010), is considered under the elaboration of the analytical hypothesis of relative decline.

Nos últimos anos, criaram-se diferentes marcos analíticos com o propósito de auxiliar analistas na compreensão das transições da política externa brasileira desde o fim da Guerra Fria, muitos trabalhando com pares conceituais dicotômicos, como distância/participação e distância/integração. O objetivo deste trabalho é apresentar quatro estudos de caso, no âmbito da atuação multilateral brasileira, nos quais a tese de distanciamento será examinada, confrontando-a com uma base empírica inédita ou ainda pouco utilizada. Em três casos há dissonância clara com a categorização sob exame. Em outro, será problematizada a utilização da Guerra Fria como marco central na periodização da política externa brasileira. Argumentar-se-á, com a apresentação desses casos, que não se pode englobar toda a ação multilateral brasileira no período da Guerra Fria dentro do marco conceitual de distância, mesmo considerando as diferenciações apresentadas pela literatura. Além disso, os casos também esclarecerão que o Brasil esteve longe de manter sistemática distância, ausência ou isolacionismo; e, mesmo quando foram a resultante da posição brasileira, muitas vezes ela não derivava de uma opção tática da diplomacia do país.

In the last years, different frameworks were created with the purpose to help analysts understand the transitions in Brazilian foreign relations since the end of Cold War, several of them using dichotomist conceptual pairs like distance/participation and distance/integration. The objective of this work is present four case studies in Brazilian multilateral relations in which the "thesis of distance" will be analyzed, confronting it with new primary sources. In three cases there is clear conflict with the concept under exam. In other case, it will be evaluated the use of Cold War in the periodization of Brazilian foreign policy. It will be argued, with the presentation of those cases, that it is not possible to encompass all Brazilian multilateral actions in the Cold War in the conceptual framework of "distance". Besides, the cases will also expound that Brazil was far from maintaining systematic distance, absence or isolation; and even when that was the result, several times it was not a tactical position of Brazil.

No trabalho são examinados os relacionamentos bilaterais prioritários do Brasil, que receberam a denominação de "parcerias estratégicas", tanto por causa da sua tradição e relevância histórica, quanto por causa da existência de projetos de cooperação política e econômica. A partir da elaboração do conceito de "parcerias estratégicas", e de como ela se construiu na política externa brasileira, neste trabalho se propõe um balanço desses relacionamentos especialmente durante a administração Lula da Silva (2003-2010). São examinadas as parcerias com os Estados Unidos, Argentina, Japão, China, Índia, África do Sul e União Européia. Propõe-se uma interpretação sobre o significado que o incremento desses vínculos possui para a estratégia de inserção internacional do País

This article examines the priority bilateral relations of Brazil, named "strategic partnerships", both because of their tradition and historical relevance and due to the existence of political and economic cooperation projects. An assessment of these relationships, especially under Lula's administration, is made in this work, bearing in mind the concept of "strategic partnerships" and its development in Brazilian foreign policy. There will be considered partnerships with the US; Argentina; Japan; China; India; South Africa and the European Union. In the article, the meaning of the increase in these relationships is interpreted on the grounds of its significance to the international insertion strategy of Brazil

Analisando as orientações estratégicas dos últimos quatro planos plurianuais - 1996-1999, 2000-2003, 2004-2007 e 2008-2011, no artigo, revela-se como a política externa tem sido incorporada no planejamento federal e qual o papel concedido ao setor externo nas estratégias de desenvolvimento empreendidas pelos governos Cardoso e Lula. Demonstra coerência entre a política externa planejada e a efetivamente empreendida, explicitando as diferenças entre as estratégias adotadas e as linhas de ação externa priorizadas.

Analyzing strategic orientations of the last four plurianual plans - 1996-1999, 2000-2003, 2004-2007 e 2008-2011, the article reveals how foreign policy has been incorporated to federal planning and the role given to the foreign sector in the development strategies undertaken by Cardoso and Lula governments. It demonstrates coherence between the foreign policy planned and that effectively undertaken, explaining the differences between their strategies and the lines of foreign policy priotitezed.
