RESUMEN El objetivo principal de este artículo es presentar en un modelo de crecimiento restringido por la balanza de pagos (BPCG) el papel de la distribución del ingreso y el progreso tecnológico en el patrón de crecimiento de una economía en desarrollo. Para ello se toma en consideración un índice de la calidad de las exportaciones y la existencia de conflicto distributivo en el mercado laboral. El progreso tecnológico del Sur depende de la distribución del ingreso y de la brecha tecnológica. Con base en este marco, son posibles cuatro tipos de patrones de crecimiento, como los explicados por Fajnzylberg (2000): 1) dinámico y desarticulado, 2) integrado y estancado, 3) desarticulado y estancado y 4) dinámica con equidad social. Se discutieron varias posibilidades de equilibrio (incluidos los equilibrios múltiples). Además, destacamos las condiciones de catching up del Sur.

ABSTRACT The main objective of this article is to present in a balance of payment constrained growth (BPCG) model the role of income distribution and technological progress in the growth pattern of a developing economy. For this purpose, an index of the quality of exports and the existence of distributive conflict in the labor market are taken into consideration. The technological progress of the South depends on income distribution and the technological gap. Based on this framework, four types of growth patterns -such as those explained in Fajnzylberg (2000)- are possible: 1) dynamic and disarticulated, 2) integrated and stagnant, 3) disarticulated and stagnant, and 4) dynamic with social equity. Several equilibrium possibilities (including multiple equilibria) were discussed. Furthermore, the South catching up conditions were highlighted.

RESUMO O presente trabalho visa analisar a influência da taxa de câmbio real (RER) e do hiato tecnológico no crescimento econômico. Verificou-se que a relação máxima entre RER e crescimento é influenciada pelo hiato tecnológico. A redução do hiato tecnológico, proporcionada por melhoras do capital humano e pelo aumento do estoque de conhecimento, pode levar à aceleração do crescimento, seja por meio de mudanças estruturais ou pela melhora da competitividade extra preço. Portanto, é possível observar, formalmente, novos canais em que a desvalorização de RER e a redução do hiato tecnológico podem levar a um novo processo de causalidade cumulativa.

ABSTRACT This paper aims to analyze the influence of the real exchange rate (RER) and the technological gap on economic growth. It was found that the maximum relationship between RER and growth is influenced by the technological gap. Still, the reduction of the technological gap, provided by improvements in human capital and an increase in the stock of knowledge, can lead to an increase in growth, either through structural changes or by improving extra-price competitiveness. Thus, it was possible to observe new channels to which devaluation and reduction of the technological gap can lead to a new process of cumulative causality.

Resumo Este artigo tem como objetivo apresentar um modelo macrodinâmico Kaldoriano em que o processo de convergência ou divergência entre o Norte (desenvolvido) e o Sul (em desenvolvimento) é uma função da mudança estrutural e do hiato tecnológico. A participação da indústria na economia do Sul e o hiato tecnológico se tornaram endógenos para explicar a dinâmica do crescimento compatível com o equilíbrio no Balanço de Pagamentos. Para que ocorra o processo de catching up, há a necessidade do aumento das atividades inovativas do Sul. O modelo desenvolvido exibe equilíbrios múltiplos: um estável e outro instável. No equilíbrio estável, o Sul deve apresentar, conjuntamente, maior desenvolvimento do seu Sistema Nacional de Inovações e elevados efeitos de spillovers industriais em relação ao nível de hiato tecnológico existente.

Abstract The main objective of this work is to present a macrodynamic Kaldorian model in which the process of convergence or divergence between the North (developed) and the South (developing) is a function of the structural change and technological gap. The manufacturing share in the Southern economy and the technological gap are endogenous and explain the dynamics of economic growth compatible with the Balance of Payments equilibrium. In order for the catching up process to take place, there is a need to increase the innovative activities of the South. The developed model exhibits multiples equilibriums: one stable and the other unstable. In the stable equilibrium, the South must present greater development of its National System of Innovations and high effects of industrial spillovers in relation to the existing technological gap.

O presente artigo tem por objetivo a utilização do arcabouço teórico minskyano para o entendimento da fragilidade financeira observada, recentemente, em parte do sistema financeiro dos Estados Unidos. Pretende-se, ainda, sugerir uma interpretação da dinâmica cíclica de tal economia a partir da influência do mercado imobiliário sobre o nível de consumo e investimento. Procurar-se-á demonstrar que a fragilização da estrutura financeira de determinados agentes foi em grande medida endógena, dada a adoção de posturas financeiras crescentemente alavancadas. Contudo, apesar da endogeneidade do processo, verificar-se-á que a reversão da tendência econômica se iniciou por meio de um choque exógeno, a partir da elevação da taxa de juros básica, submetendo vários agentes econômicos a uma configuração especulativa e Ponzi, contaminando diversos setores da economia.

The aim object of this paper is to analyze USA house credit market in a financial system from Minskyan background. By this perspective, it is suggested a way to understand the cyclical dynamics of the house mortgage debt on consume, investment and economic growth. It will be demonstrated that the frail financial household structure was in great measure an endogenous process, given the adoption of financial postures increasingly leveraged. However, in spite of the endogenous process, it will be verified that the reversion of the economical tendency began through an exogenous shock, starting from the rise of the basic interest rate of the economy, submitting several economical agents to a speculative and Ponzi configuration, affecting several market sectors.

Capital Flows, External Fragility and Currency Regimes: A Theoretical Review. The major integration and deregulation of the international financial markets increased the degree of interdependence and risk of incompatibility between the financial and monetary policy adopted by different countries. The consequences of these facts are the financial instability and the currency crisis. In this article we develop arguments advocating that independent of the currency regime adopted the national policy makers should take into account, between other factors, the major capital mobility and the integrations of markets. One of the corollaries of our analyses is that countries should pursue policies that reduces the degree of short-term capital volatile by the adoption of capital controls or though measures of prudential supervision.
