Resumo: Conferência pronunciada no 10º Seminário Anual de Serviço Social - Estado e Seguridade Social no Contexto da Crise do Capital. Compartilhei a mesa com Sara Graneman, uma das maiores conhecedoras da seguridade social. Minha intervenção tentou responder a uma extensa pauta suscitada por Liduína Oliveira, realizando uma introdução à reflexão sobre capitalismo, crises e conjuntura brasileira. A correlação entre a situação brasileira e a seguridade social foi brilhantemente tratada por Sara Graneman.

Abstract: Conference given at the 10th Annual Seminar of Social Service - State and Social Security in the Context of the Capital Crisis. I shared the table with Sara Graneman, one of Social Security's greatest connoisseurs. My intervention tried to respond to an extensive agenda raised by Liduína Oliveira, reacting an introduction to the reflection on capitalism, crises and Brazilian conjuncture. The correlation between the Brazilian situation and social security was brilliantly treated by Sara Graneman.

Resumo O texto, extraído de livro que defende a categoria de capital-imperialismo para explicar o período contemporâneo (o qual integra teoria do valor e do Estado), propõe um debate, com David Harvey, sobre o conceito de acumulação por espoliação. O artigo defende que a as formas de expropriação não se limitam a um momento "primitivo" mas integram a própria forma de expansão ampliada do capital e do capitalismo. Apresenta uma investigação comparativa entre as formulações presentes na obra de Karl Marx, de Karl Kautsky e de Rosa Luxemburgo, para refletir criticamente sobre os conceitos de "externo/interno", de expropriação e de acumulação capitalista no contexto contemporâneo.

Abstract The present excerpt is taken from a book that stands for the concept of capital-imperialism in order to explain the contemporary period (which integrates theory of value and the state). It proposes a debate, with David Harvey, on the concept of accumulation by dispossession, arguing that expropriation forms are not limited to a "primitive" moment but they are part of an enlarged form of expansion of capital and capitalism itself. It presents a comparative investigation between the formulations present in the works of Karl Marx, Karl Kautsky and Rosa Luxemburg, to critically reflect on the concepts of "external/internal", as well as expropriation and capitalist accumulation in the contemporary context.

O ensaio critica algumas modalidades de determinismo atualmente dominantes, fugindo do pensamento aleatório ou pós-moderno. Procuramos contribuir para a explicação objetiva, porém sensível, do mundo, de modo a manter aberta a intervenção efetiva e consciente no processo histórico. O argumento apresenta a contraposição paradoxal e dolorosa entre determinismo econômico e uma liberdade amputada que o acompanha e, em seguida, mostra como a reflexão marxiana permite superar os impasses nos quais recaíram tanto os deterministas naturalistas quanto os antideterministas pós-modernos. Essa superação exige a demonstração da historicidade constitutiva do processo de trabalho, tanto no seu viés ontológico (Lukacs) quanto no viés histórico (Marx), apontando para a materialidade efetiva das relações sociais como forma de distribuição dos seres singulares no conjunto das atividades da produção de sua existência social. Concluímos mostrando como a determinação, em Marx, não é redutora e, portanto, não repousa sobre um econômico entificado.

The article criticizes some currently dominant modalities of determinism, distancing itself from randomized and post-modern thinking. We look to contribute to the sensitive objective explanation of the world in order to keep effective intervention open and conscious in the historical process. The argument presents a paradoxical and painful contrast between economic determinism and a restricted freedom that accompanies it, and then shows how Marxist thought allowed them to overcome the impasses in which both the deterministic naturalists, as well as the post- modern anti-determinists had found themselves. This step requires the demonstration of the development of the work process, in its ontological view (Lukacs), as well as the historic view (Marx), pointing to the effective materialism of social relations, as a means of distribution of singular beings together with the activities of production of its social existence. We conclude by showing how determination in Marxism is not simplistic, and therefore, is not based on an economic truism.

Os processos de sujeição voluntária parecem consubstanciais à expansão do capitalismo. A transformação ocorrida no caráter da propriedade, tornando-a móvel e flexível, sob a forma dinheiro, tem sua contrapartida em nova mobilidade dos trabalhadores, expropriados do controle do conjunto do processo produtivo e tornados disponíveis como mera capacidade produtiva. A liberdade contemporânea não é mero engodo, pois expressa longa luta pela redução dos laços de controle de tipo senhorial, levada a efeito pelos camponeses e pelos trabalhadores urbanos. Mas também não pode ser considerada como expressão de uma real libertação humana, uma vez que repousa sobre formas de expropriação que, de maneira aparentemente 'natural', impõem aos trabalhadores sua própria sujeição. Na atualidade, o aprofundamento da separação realizada entre a propriedade econômica e as possibilidades de intervenção política agrava as condições dessa "servidão voluntária" e vem sendo, de forma quase sarcástica, apresentado como "trabalho voluntário".

The processes of voluntary subjection seem consubstantial to the expansion of capitalism. The change that took place in the nature of property, making it mobile and flexible, under the form of money, has its counterpart in the new mobility of the workers, expropriated from the control of the productive control group and made available as a mere productive capacity. The contemporary freedom is not a mere enticement, for it expresses a long fight for the reduction of the manorial control ties, taken into effect by the peasants and by the urban workers. But it also can not be considered as an expression of actual human freedom, since it rests on forms of expropriation that, on an apparently 'natural' manner, impose to the workers their own subjection. Currently, the deepening of the of the separation that took place between the economic property and the possibilities of political intervention aggravates the conditions of this "voluntary servitude" and is being, on an almost sarcastic manner, presented as "voluntary work".
