RESUMO Este artigo tem como objetivo desenvolver um modelo conceitual de decisão em grupo capaz de diagnosticar as barreiras existentes para o alcance de metas na gestão pública orientada por resultados no Sistema de Gestão de Recursos Hídricos (SGRH) do estado brasileiro de Alagoas. O modelo foi baseado em um método de pesquisa operacional soft, incorporando feedbacks sistemáticos sobre as metas de não conformidade, e aplicado ao contexto do repasse de recursos financeiros do programa do governo federal para o SGRH nos estados brasileiros. Este programa envolve o problema dos usos múltiplos dos recursos hídricos e é composto por variáveis nas quais são necessárias ações para atingir as metas estabelecidas. O modelo tem a capacidade de auxiliar os gestores públicos estaduais de recursos hídricos a compreenderem os problemas relacionados ao descumprimento das metas definidas pelo programa, direcionando a gestão para a melhoria dos processos deficientes. ABSTRACT This aim of this article is to develop a conceptual group decision model capable of diagnosing existing barriers to achieving goals in results-based management in the Water Resource Management (WRM) system of the Brazilian state of Alagoas. The model was based on a Soft Operational Research method, incorporating systematic feedback on non-compliance targets and applied in the context of the transfer of funds from the federal government program to the WRM system in Brazilian states. This program involves the problem of multiple uses of water resources, and it is composed of variables in which actions are necessary to achieve the established goals. The model helped public water resource managers from Alagoas to understand problems related to non-compliance with the goals set by the program, directing management to the improvement of deficient processes. Abstract Paper aims this paper proposes a model to aid a group of decision makers to establish a portfolio of feasible actions (alternatives) that are able to balance water supply-demand strategies. Originality Long periods of water shortages cause problems in semi-arid region of northeast Brazil, which affects different sectors such as food, public health, among others. This problem situation is intensified by population growth. Therefore, this type of decision making is complex, and it needs to be solving by a structured model. Research method The model is based on a problem structuring method (PSM) and a multi-criteria decision making (MCDM) method. Main findings Due to society and government influences, the proposed model showed appropriate to conduct a robust and well-structured decision making. Implications for theory and practice The main contributions were the study in regions suffering from drought and water scarcity, as well as the combination of PSM and MCDM methods to aid in this problem.

Abstract A correct Network Segmentation (NS) is necessary to perform proper maintenance activities in water distribution networks (WDN). For this, usually, isolation valves are allocating near the ends of pipes, blocking the flow of water. However, the allocation of valves increases costs substantially for the water supply companies. Additionally, other criteria should be taking account to analyze the benefits of the valves allocation. Thus, the problem is to define an alternative of NS which shows a good compromise in these different criteria. Moreover, usually, in this type of decision, there is more than one decision-maker involved, who can have different viewpoints. Therefore, this paper presents a model to support group decision-making, based on a multi-criteria method, in order to support the decision making procedure in the NS problem. As result, the model is able to find a solution that shows the best compromise regarding the benefits, costs, and the decision makers' preferences.

Abstract The losses in the urban water supply networks have become a growing concern. There are several alternatives for the quantification, detection and monitoring of water losses. However, in general, water companies have budgetary and other constraints that hinder implementation. Therefore, this paper presents a model to aid the selection of a subset of preventive maintenance actions to control water losses while accounting for the water companies’ restrictions. The model combines an additive multi-attribute value analysis by applying the SMARTER method to evaluate alternatives with Integer Linear Programming (ILP). The model shows to be efficient in order to achieve a portfolio of preventive maintenance actions, particularly when the decision maker considers that, there is a compensation for attribute evaluations.

Além dos custos diretos, a ocorrência de rupturas na rede de distribuição de água tem sempre consequências sociais associadas, principalmente pela interrupção do abastecimento de água durante a reparação da infraestrutura. Nesses casos, a setorização da rede torna mais fácil qualquer atividade de manutenção. Porém, além do elevado custo da alocação de válvulas de fechamento, as normas brasileiras sobre setorização das redes dizem respeito apenas a questões técnicas que devem ser obedecidas. Portanto, propõe-se uma setorização que também incorpore a intensidade do impacto gerado pela falta de água em cada trecho da tubulação. Para medir esse impacto é proposto um índice de priorização que agrega as características das unidades consumidoras por meio do método multicritério SMARTER. Assim, desenvolve-se um modelo de setorização para manobra que leva em consideração esse índice, buscando a maximização dos benefícios gerados e a minimização do número de válvulas de fechamento.

In addition to incurring direct costs, the occurrence of breaks in a water distribution network always has associated social consequences, mainly related to the interruption of water supply during infrastructure repair. In these cases, network segmentation facilitates maintenance activities. However, the Brazilian norms, about network segmentation, relate only the technical guidelines that must be followed. We therefore propose network segmentation based on the impact intensity caused by a lack of water in each pipe segment. To measure this impact, we propose a priority index that aggregates the characteristics of consumer units by the SMARTER multicriteria method. Taking this index into account, we propose a segmentation model for water distribution networks that seeks to maximize the benefits generated and to minimize the number of isolation valves.

Para se obter eficiência nas operações de armazenagem, um fator importante é estabelecer a política ótima de atribuição da localização dos itens em armazéns. Para tanto, um dos índices mais difundidos e utilizados é o cuber-per-order (COI). No entanto, observa-se que há situações em que o uso do COI pode concentrar vantagens para uma minoria de clientes. Nesse sentido, este artigo propõe verificar as consequências da utilização de índices alternativos (COIC e CIC), baseados no número de clientes que demandam cada tipo de produto (item), sobre o desempenho de um armazém em relação à utilização do COI. Conclui-se que considerar o número de clientes na determinação da política ótima de atribuição de locais aos itens armazenados proporciona uma maior vantagem competitiva, uma vez que um número maior de clientes pode ser beneficiado. Isso representa uma oportunidade de elevar o nível de serviço oferecido pelo armazém aos clientes.

An important factor to obtain efficiency of storage operations is to establish an optimal policy for storage location assignment. To this end, one of the indexes more circulated and used is the Cuber-per-Order (COI). However, it is observed that there are situations where the use of COI can concentrate advantages to a minority of clients. In this sense, this paper proposes to verify the effects on the performance of a warehouse when using alternative indexes (COIC and CIC), based on the number of clients that require each type of product (item), compared to the COI. It was possible to conclude that when the number of clients is considered to determine optimal policy for storage location assignment, the warehouse can acquire a competitive advantage, since the largest number of clients can be benefited. This represents an opportunity to raise the service level offered by the warehouse to its clients.

Day after day, the importance of a company having an efficient storage location assignment system increases. Moreover, since products have different warehouse costs and customers' requirements are also different, it is important to sort products in order to adopt strategies for inventory management that are appropriate for each product. However, adopting a policy for each product is not applicable in the real world. Therefore, companies usually categorize products into classes and thereafter adopt specific inventory management policies. Given this situation, this paper puts forward the arguments for adopting a multi-criteria method, Electre TRI, to sort products that both considers criteria relating to the characteristics of a product as to its physical location in the warehouse and the criteria that are important for inventory strategies, such as, for example, the profitability of each unit held in storage.
