Abstract In 2020 the world suffered from covid-19. Fundação Oswaldo Cruz faced itself again with a challenging task. One of its strategies while battling the disease was building a hospital. It was not the first time the institution would build such a healthcare facility. The first hospital, which nowadays needs preservation measures, opened in 1918 intending to study and treat tropical diseases. The second, built in 2021, was a field hospital designed to treat the new epidemic victims. Resumo Em 2020 o mundo vivenciou o flagelo da covid-19. A Fiocruz se viu novamente diante de um grande desafio. Uma das estratégias estabelecidas pela instituição para o enfrentamento da doença foi a construção de um novo hospital. Não era a primeira vez que a Fiocruz construía um espaço de assistência hospitalar. O primeiro hospital, cujas instalações necessitam de ações de preservação, foi aberto em 1918 para estudos e tratamento de doenças tropicais. Resumo As duas primeiras décadas do século XXI foram representativas para a história contemporânea da Fundação Oswaldo Cruz e demonstraram seu protagonismo no cenário nacional da saúde. O artigo apresenta transformações espaciais ocorridas no território ocupado pela instituição a partir de 2000. Relacionam-se as transformações no uso dos territórios com sua política institucional no contexto nacional e são ressaltadas as demandas sociais que impactaram a instituição – transformações urbanas de grande porte e pandemias. Abstract The two first decades of the twenty-first century were representative of the contemporary history of the Oswaldo Cruz Foundation (Fundação Oswaldo Cruz) and demonstrated its active role in the national health scenario. This article discusses the spatial transformations that took place in the territory occupied by the foundation from the year 2000 onward. The transformations in the use of this territory and it’s institutional policy within the national context are described, along with the social demands that have impacted the institution, namely large-scale urban transformations and pandemics. Resumo O artigo conta a história do projeto do Pavilhão Mourisco, edifício-sede da Fundação Oswaldo Cruz, no Rio de Janeiro, suas influências e construção. Terminado em fins de 1918, celebrará, em 2021, 40 anos de sua preservação pelo Instituto do Patrimônio Histórico Nacional, como uma das construções mais representativas do período eclético da arquitetura brasileira. Projetado pelo português Luiz Moraes Jr., sua configuração recebeu influências estéticas, formais, espaciais e funcionais das mais diferentes origens, o que consolidou seu reconhecimento oficial como patrimônio cultural brasileiro. O texto também analisa o contexto urbano em que se deu sua implantação na cidade do Rio de Janeiro e ressalta o momento de revisão historiográfica da arquitetura que contribuiu para o processo de seu reconhecimento enquanto valor cultural e científico.

Abstract The article tells the history of the design of the Moorish Pavilion, headquarters of Fundação Oswaldo Cruz (Fiocruz), completed in 1918. The year 2021 marks the fortieth anniversary since its listing by the Brazilian heritage protection agency, Instituto do Patrimônio Histórico Nacional, as one of the most representative examples of eclectic architecture in Brazil. Designed by the Portuguese architect Luiz Moraes Jr., its aesthetic, formal, spatial, and functional features derive from multiple influences, which consolidated its recognition as Brazilian cultural heritage. The urban setting in which it was built, in Rio de Janeiro, is also analyzed, and the revision of the historiography of Brazilian architecture, instrumental in the recognition of its cultural and scientific value, is appraised.

Pretendemos, através deste trabalho, apresentar a lei francesa de 15 de fevereiro de 1902, relativa à proteção da saúde pública, que se tornou a base do controle da salubridade de moradias, com reflexos no cotidiano das cidades. Acreditamos que, ao mesmo tempo em que participa da gênese das políticas públicas urbanas e que representa o coroamento de um amadurecimento do pensamento higienista francês, essa lei, tendo em vista alguns aspectos próximos, pode ter servido de modelo para o Decreto nº 5.156, que regulamentou os serviços sanitários na gestão de Oswaldo Cruz à frente da Diretoria Geral de Saúde Pública do Distrito Federal, nos primeiros anos do século XX no Rio de Janeiro.

The article discusses the French law on public health protection (February 15, 1902) that formed the foundation for the control of residential salubrity and thus made itself felt in the daily lives of those living in the city. As part of the genesis of urban public policy, the law represents the ultimate maturation of French hygienist thought. In light of certain similarities, it may have served as a model for Brazilian Decree no. 5.156, which regulated sanitation services under Oswaldo Cruz's term as Director-General of Public Health for the Federal District (Rio de Janeiro) at the dawn of the twentieth century.

Neste artigo discutimos as transformações pelas quais a saúde pública passa na cidade do Rio de Janeiro, na década de 1920, com a construção de três hospitais: o Gaffrée e Guinle, o do Câncer e o das Clínicas. Reforma sanitária e novos conceitos bacteriológicos misturam-se no projeto arquitetônico destes três hospitais, todos a cargo do engenheiro-arquiteto A. Porto d'Ave (1890-1952). Neste processo, destacam-se: a relação dos avanços da bacteriologia vis-à-vis com o desenvolvimento arquitetônico; o jogo de conceitos e concepções de bacteriologia; e os novos paradigmas da construção hospitalar. Estas discussões ocorrem em um momento crítico, em que a falta de leitos hospitalares na cidade é reconhecida, ao mesmo tempo que a adoção da tradicional estrutura pavilhonar estava em cheque frente os avanços introduzidos pela moderna arquitetura em monobloco.

Focusing on the construction of three hospitals (Gaffrée e Guinle, Hospital do Câncer, and Hospital das Clínicas), the article discusses transformations in Rio de Janeiro's public health sector during the 1920s. The three facilities' architectural design - all under the responsibility of architect and engineer A. Porto d'Ave (1890-1952) - reflected concerns of both sanitary reform and new concepts in bacteriology. Some points are particularly relevant: the relation between advances in bacteriology and architectural development; the concepts and conceptions of bacteriology, on the one hand, and new paradigms in hospital construction, on the other. Discussions were taking place at a critical moment, when there was a shortage of hospital beds throughout Rio, at the same time that adoption of the traditional pavilion structure was hindered by the advances introduced by modern architecture in block.
