Resumo Este artigo discute como a governança e estrutura de redes em nível regional influenciam a efetividade da política tecnológica para promoção da inovação de firmas locais em contextos de catching-up. Examina-se o alinhamento de redes por meio da investigação de governança (i.e., coordenação) e estrutura de redes. A contribuição para a literatura se refere ao uso de métricas originais que permitem a compreensão dos significados, características e papéis de elos diáticos da rede; e, assim, se sua governança e estrutura apresentam uma influência no engajamento de firmas em redes e em suas performances inovativas. A evidência empírica é baseada em uma região brasileira em processo de catching-up que foi objeto de política tecnológica para promover o desenvolvimento industrial e regional, a rede de inovação de software de Recife (Porto Digital). Os resultados mostram que a implementação de políticas tecnológicas e formação de redes para a promoção de atividades de inovação no nível da firma e de catching-up regional devem considerar os seus efeitos esperados, a participação em redes pode não ser condição suficiente para melhores desempenhos de inovação no nível da firma.

Abstract This article addresses how regional level network governance and structure influence the effectiveness of technology policy to improve local firms’ innovativeness in a catching-up context. It examines network alignment through an investigation of network governance (i.e., coordination) and structure. Our contribution to the literature relates to the employment of original metrics that allow the understanding of meaning, features and roles of network ties and, therefore, whether network governance and structure have a consistent influence on firms’ engagement in network and their innovative performance. The empirical evidence is based on a Brazilian laggard region that has been the focus of technology policy to promote industrial and regional development, the Recife software network of innovation (Porto Digital). We find that implementation of a technology policy and formation of networks to improve firm-level innovation and regional catch-up should involve careful consideration of the intended effects: membership of a network may not be a sufficient condition for improving innovation at firm level.

Resumo O objetivo deste estudo é investigar as redes de P&D formadas no escopo do Programa de Pesquisa e Desenvolvimento da Agência Nacional de Energia Elétrica (Aneel) para o triênio de 2006 a 2008. A principal contribuição do artigo é empírica. São utilizadas métricas de análise de redes sociais e georreferenciamento para visualização da rede e mapeamento das interações no território nacional. Apresenta-se o perfil das interações quanto à sua localidade geográfica e distribuição no território e identificam-se os principais atores na criação e circulação do conhecimento a partir das atividades de P&D e quando a proximidade geográfica estava presente na criação de tais interações. Os resultados mostram que as redes são hierarquizadas e as concessionárias de energia elétrica exercem liderança na governança da criação e circulação de conhecimento sobre organizações de pesquisa extramuro e sobre os coordenadores de projetos. Estas criaram interações com pesquisadores baseados nas regiões do país que oferecem infraestrutura de pesquisa consolidada.

Abstract The aim of this article is to investigate research and development (R&D) networks created under the scope of the R&D Programme implemented by the Brazilian Electricity Regulatory Agency (2006-2008). The main contribution of this article is its empirical analysis, drawing upon social network analysis and georeferencing to support the visualisation of the networks, as well as identify the location of actors and interactions in the Brazilian territory. We identified the features of the interactions with regards to their geographical location and distribution in the territory, as well as the main actors and their roles in the creation and circulation of knowledge based on R&D activities, and whether geographical proximity was present in the interactions. The results show that the networks are hierarchical, and electricity companies show a leading role in the governance of knowledge creation and circulation over external research organizations and project coordinators. Such companies interacted mainly with researchers based in regions where the capacity of research infrastructure has been consolidated.

Resumo Este artigo apresenta como objeto de estudo o programa de mobilidade estudantil Ciência Sem Fronteiras (CsF), particularmente no contexto da Universidade Estadual de Campinas (Unicamp), buscando elucidar quem são as “mulheres sem fronteiras” da universidade e quais fatores explicativos indicam a superação dessas fronteiras. Os resultados da pesquisa indicam que as mulheres apresentam participação maior no CsF do que no alunado do curso em que estão matriculadas, e que o capital cultural das bolsistas do CsF da Unicamp pode ser um fator explicativo para a transposição das fronteiras no que se refere à participação em programas de mobilidade internacional.

Abstract This study investigates the Brazilian international mobility ‘Science without Borders’ (SwB) Programme, in particular the case of Unicamp (Brazil). The article addresses how women are performing in the SwB Programme when compared to men, and which factors may explain such performance. The results show that Unicamp female students have higher participation than male students in the SwB compared to their paticipation at Unicamp courses, and suggest that cultural capital might be an explaining factor for women supersede barriers to participate in international mobility programmes.
