RESUMO O Gerenciamento de Processo de Negócio (Business Process Management- BPM) tem sido uma prática adotada pelas organizações públicas e privadas. O BPM possibilita a identificação eficaz das necessidades e das informações necessárias para suportar a operacionalização ou a automatização do processo de negócio. Considerando que as organizações têm necessitado terceirizar esse serviço, o objetivo desse trabalho foi propor um modelo de medição para contratação dos serviços de BPM. Para atender a esse objetivo, o modelo conceitual construído partiu da premissa que a gestão da contratação de um BPM deve fornecer critérios para mensurar a demanda, ou serviço, avaliar a qualidade dos serviços prestados e a qualidade do produto recebido. O estudo adotou como instrumentos de coleta de dados a pesquisa documental e a revisão sistemática. Com base nos objetivos e questões de pesquisa foram identificados os strings para busca, definidas as fontes de busca, critérios de inclusão e exclusão dos resultados. Todos os trabalhos selecionados foram lidos e analisados e foi utilizado um mapa mental para consolidação dos resultados. Foi utilizado o GQM (Goal, Questions, Metrics) para a elaboração das medições e adotado o estudo de caso. Parte das medições propostas foram aplicadas em 13 modelos de processo de negócio do mundo real com o objetivo de verificar sua coerência e comparar os resultados. Foi realizada entrevista com especialista em modelagem de processos de negócios para avaliar os resultados obtidos e, na percepção deste especialista a maior parte das métricas propostas pela pesquisa é adequada à realidade de mercado, considerando o contexto de terceirização desse serviço.

ABSTRACT Nowadays the Business Process Management – BPM have been used by public and private organizations, because its use make possible the effective identification of the information needs to support the automation of business processes. This kind of service is usually outsourcing by the organizations. In this context, the objective of this research was to build a conceptual model to measure the outsourcing of BPM services. Some assumptions for the model are that it must provide the criteria to measure the demand for the service, evaluate the quality of them as well as the quality of the product received. The instrument adopted in this research to data collection was the documental research and the systematic literature review. About the systematic literature review, they were established research questions, built the research string to be applied to the digital publication bases chosen. They were also identified the as inclusion and exclusion criteria to be applied to all retrieved publications. All publications retrieved were read and analyzed to build a mind map to consolidate the results. It was also used the GQM (Goal Question Metrics) to elaborate the measurements of the case studies, applied to 13 business models to verify its coherency and to compare the results with their real world executions. Moreover, it was done interviews with specialists in Business Process Modeling to assess their perceptions about the measurements outcomes. The respondents found that the results were appropriate to the market reality considering the outsourcing context.

The need for outsourcing IT services has shown a significant growth over the past few years. This article presents a proposal for a measurement model for Software Tests with a focus on the management of these outsourced services by governmental organizations. The following specific goals were defined: to identify and analyze the test process; to identify and analyze the existing standards that govern the hiring of IT services and to propose a Measurement Model for outsourced services of this type. As to the analysis of the data collected (documentary research and semi-structured interviews), content analysis was adopted, and in order to prepare the metrics, the GQM - Goal, Questions, Metrics - approach was used. The result was confirmed by semi-structured interviews. Here is what the research identifies as possible: to establish objective and measurable criteria for a measurement size as the input to evaluate the efforts and deadlines involved; to follow up the test sub-processes and to evaluate the service quality. Therefore, the management of this type of service hiring can be done more efficiently.

A informação estratégica de qualidade mostra-se essencial às organizações à medida que contribui para a identificação de desafios, oportunidades, riscos e outras questões relevantes. Esta pesquisa teve como objetivo avaliar a qualidade da informação, identificando aspectos de gestão da informação que a influenciam, mediante estudos de caso em duas organizações bancárias federais brasileiras, o que permitiu a construção e implementação de um modelo para avaliação da qualidade da informação estratégica. O estudo fundamentou-se em abordagens qualitativa e quantitativa e na respectiva triangulação dos dados. O modelo teórico conceitual da pesquisa estabelece que a avaliação da qualidade da informação estratégica envolve a classificação, a avaliação da informação e a identificação dos aspectos que impactam a qualidade por meio da análise do processo de gestão da informação. Identificou-se que informação estratégica, no contexto estudado, constitui-se de informação solicitada, formal, interna e tratada. Os principais elementos de qualidade são "livre de erro" e "fidedigna". O nível da qualidade da informação estratégica é satisfatório, os processos de gestão são diferenciados e as fases da gestão que impactam as características de qualidade são similares. Os procedimentos metodológicos utilizados credenciam positivamente os resultados à medida que o modelo construído e implementado demonstrou ser consistente e aplicável.

The quality of strategic information is essential to organizations, as it contributes to the identification of challenges, opportunities, risks, and other relevant issues. This study had as objective to evaluate the quality of information, identifying the aspects of information management that influence it, through case studies in two Brazilian federal banking organizations, which permitted the creation and implementation of a model for quality evaluation of organizational strategic information. The study was based on the adoption of both qualitative and quantitative approaches, and on the respective triangulation of the data. The conceptual theoretical model of our research establishes that the assessment of the quality of strategic information involves: the classification and evaluation of information, and the identification of aspects that impact its quality through the analysis of the information management process. It was identified that strategic information in the studied context is made of information requested, formal, internal, and treated. The principal constitutive elements of its quality are "error free" and "reliable". The level of quality of strategic information is satisfactory, the management processes are differentiated, and the management phases that impact quality characteristics are similar. The utilized methodological procedures do accredit the results in a positive way, since the created and implemented model demonstrated to be consistent and applicable.

A qualidade da informação é um dos alicerces para a sobrevivência e maior competitividade das organizações. Assim sendo, nos últimos anos, têm-se expandido os estudos e pesquisas sobre esse assunto. Como avaliar, medir e aprimorar a qualidade da informação, possibilitando às organizações utilizá-la e disponibilizá-la, com maior eficiência e eficácia, tem sido o tema de pesquisa de vários autores, com as mais diferentes abordagens e propostas, tais como: empíricas, intuitivas, analógicas, ontológicas. Neste trabalho, analisam-se os conceitos de informação, qualidade, qualidade da informação e, especificamente, a evolução dos estudos sobre o tema qualidade da informação e sua eventual aplicação na indústria, objetivando demonstrar que, apesar da subjetividade do assunto, já foram realizadas avaliações sobre esse tema no contexto organizacional. Apesar das críticas existentes às propostas citadas, pretende-se destacar a importância e a necessidade da avaliação da qualidade da informação na organização, visando proporcionar a melhoria contínua e o aprendizado organizacional.

Information quality is one of the basis for the survival of organizations and of more competitiveness among them. Therefore, in the last years, researches and studies about the topic have been expanding. The way how to evaluate measurement and improve the information quality, allowing organizations to use and show it with more efficiency and efficacy, has been a topic of research of many authors, who have been proposing empiricist, intuitive, analogical and ontological approaches. The information quality and the information quality processes are analyzed in this work, and especially the evolution of the studies about information quality and its eventual applicability in the market, with the purpose of demonstrating, although its subjectivity, if evaluations about this topic in the organizational context have already been done. Despite the existing critics about the presented approaches, this work intends to emphasize the importance and the need of the evaluation of information quality in the organization, aiming to provide the continuous improvement and the organizational learning.

A informação é o alicerce da geração de conhecimento e por este motivo é considerada um dos mais importantes ativos organizacionais. Como um ativo, a informação precisa ser gerenciada e controlada. A gestão da informação, a forma como as organizações acessam, organizam, compartilham, fazem uso da informação e criam conhecimento é uma das importantes bases para a competitividade. Para utilizar de forma efetiva a informação interna e externa, a organização necessita gerenciá-la, identificando o fluxo informacional, fatores impactantes deste processo, tipos de informação existentes e necessárias para a agregação de valor. Neste trabalho são identificados e analisados os conceitos de organização, informação e sua evolução dentro de um contexto organizacional. São descritos conceitos de informação organizacional, informação estratégica e suas tipologias. São identificados, também, alguns dificultadores para o processo de gestão da informação, destacando a importância de análise do fluxo informacional para garantir a qualidade e eficácia da informação.

Information is the basis for knowledge generation and for this reason it is considered one of the most important issues within an organization. Like an asset, information needs to be managed and controlled. Information management, the manner in which organizations access, organize and share, make use of information and create knowledge, is an important basis for competitiveness. In order to effectively use inside and outside information, an organization must manage it, identify the information flow, the factors that impact their process, and the existing types of information which are necessary to the add value. In this work, organizations and information concepts are identified and analyzed, as well as noting their evolution within the organizational context. Definitions about organizational information, strategic information and the study of their types are described. Also, some aspects that hinder the information management process are identified, emphasizing the importance of informational flow analysis in order to ensure information quality and effectiveness.
