RESUMO O presente artigo discute o papel dos municípios no Sistema Nacional de Gerenciamento de Recursos Hídricos (Singreh) do Brasil à luz da governança da água. Os municípios têm uma fraca participação nesse sistema e, em regra, não possuem uma política municipal de recursos hídricos. Apoiado em indicadores propostas pela Organização para a Cooperação e o Desenvolvimento Econômico (OCDE) e o Observatório das Águas do Brasil (OGA), identifica-se a “falha do município” na governança da água no Brasil. As atuais reformas legais, que incidem sobre os recursos hídricos, tendem a fragilizar ainda mais o papel dos municípios no Singreh. ABSTRACT This article discusses the role of municipalities in Brazil’s National Water Resources Management System (Singreh) in light of water governance. Municipalities have a weak participation in this system and, as a rule, do not have a municipal water resources policy. RESUMO Estuários são ambientes dinâmicos e altamente vulneráveis às influências antrópicas, em especial, nas áreas urbanas. Neste estudo, avalia-se pela primeira vez as características hidrodinâmicas do estuário do rio Buranhém (Nordeste do Brasil). Objetiva-se definir os mecanismos de transporte de sal e os padrões hidrodinâmicos e de estratificação desse estuário tropical, sob condições de maré de sizígia e quadratura. O trabalho de campo foi realizado durante 8 dias cobrindo uma variedade de condições de altura de maré (entre 30 de julho e 07 de agosto de 2015). A salinidade e a temperatura foram monitoradas continuamente na superfície e no fundo, enquanto o perfil de velocidade foi monitorado por um instrumento no fundo do canal. As velocidades médias foram de 0.46 m.s-1, durante a maré de enchente, e 1.0 m.s-1, durante a maré de vazante. As velocidades residuais foram no sentido de saída do estuário, com o domínio da vazante. O mecanismo de transporte de sal dominante foi difusão turbulenta. A maioria dos valores de número de Richardson por camada foi inferior a 2, indicando que o estuário é bem misturado, principalmente, durante a maré de sizígia. A estratificação varia de acordo com a condição da maré, com as marés de sizígia podendo haver uma maior misturar na estrutura vertical. Os gradientes de velocidade vertical que geram misturas verticais superam os efeitos estabilizadores gerados pelos gradientes de densidade vertical.

ABSTRACT Estuaries are dynamic environments that are highly vulnerable to anthropogenic influences, especially when adjacent to urban areas. In this study it is assessed for the first time the hydrodynamic characteristics of the Buranhém estuary (Northeast Brazil). The aim is to define the salt transport mechanisms and the hydrodynamics and stratification patterns of this tropical estuary, under both spring and neap tidal conditions. Fieldwork was carried out during 8 days covering varying tidal range conditions (July 30th to August 7th, 2015). Salinity and temperature were continuously monitored at moored stations at both the surface and bottom, whereas velocity profile was sampled by a bottom-mounted instrument. Average velocity in the water column was 0.46 m.s-1 during flood tides and 1.0 m.s-1 during ebb tides. Residual currents were seaward, with ebb dominance. The dominant salt transport mechanism is turbulent diffusion. Most of the layer Richardson values did not exceed 2, indicating well mixed conditions mainly during spring tides. Stratification varies with tide condition, with spring tides being able to further mix the vertical structure. Vertical velocity gradients that generate vertical mixing overcome the stabilizing effects generated by vertical density gradients.

Resumo As ecovilas têm se destacado entre as iniciativas que promovem o desenvolvimento sustentável no mundo contemporâneo. No entanto, pouco se sabe sobre a sua efetividade nos contextos econômico, social, ambiental e institucional, em relação à sociedade em geral. O presente estudo comparou quali-quantitativamente 11 Indicadores de Desenvolvimento Sustentável (IDS) do IBGE no país através dos respectivos dados obtidos para as ecovilas participantes. Desses indicadores, cinco foram relacionados à dimensão ambiental; outros quatro, à dimensão social; e dois, à dimensão econômica. Fichas de coleta contendo questões abertas e fechadas, com 32 respostas distribuídas em diferentes graus de detalhamento, foram enviadas a 52 ecovilas. Os resultados sugerem que as ecovilas apresentam um desempenho superior aos descritos pelo IBGE, para a população brasileira como um todo, em todos os indicadores analisados. Porém, ainda há desafios a serem superados, tais como a dificuldade desses grupos em lidar com aspectos sociais e econômicos.

Abstract Ecovillages have been highlighted among the initiatives that promote sustainable development in the contemporary world. However, little is known about their effectiveness in the economic, social, environmental, and institutional contexts, in relation to society in general. This study compared, quali-quantitatively, 11 IBGE (Brazilian Institute of Geography and Statistics) Sustainable Development Indicators (SDIs) in the country with the respective data for the participating ecovillages. Of these indicators, five were related to the environmental dimension; four others to the social dimension; and two to the economic dimension. Questionnaires were used with 52 ecovillages, with open and closed questions, resulting in 32 responses with different degrees of detail. The results suggest that ecovillages outperform those described by IBGE, for the population as a whole, in all indicators that were analyzed. However, there are still challenges to be overcome, such as the difficulty of these groups in dealing with social and economic aspects.

Resumen Las ecoaldeas han destacado entre las iniciativas que promueven lo desarrollo sostenible en el mundo contemporáneo. Sin embargo, poco se sabe acerca de su efectividad en los contextos económicos, sociales, ambientales e institucionales, en relación a la sociedad en general. El presente estudio compara, en aspectos cualitativos y cuantitativos, los 11 Indicadores de Desarrollo Sostenible del IBGE con los datos respectivos para las ecoaldeas participantes. De ellos, cinco estaban relacionados con las preocupaciones ambientales; otros cuatro con la dimensión social y dos con la dimensión económica. Se utilizaron formularios, con preguntas abiertas y cerradas a 52 ecoaldeas, con 32 respuestas en distintos grados de detalle. Los resultados sugieren que las ecoaldeas superan a los descritos por IBGE, para la población como un todo, en todos los indicadores analizados. Sin embargo, todavía hay retos que superar, como la dificultad de estos grupos en el tratamiento de los aspectos sociales y económicos.

Este trabalho consiste na análise da variação do nível do mar (NM), vento, temperatura do ar (TA) e da superfície do mar (TSM) na região costeira de Ubatuba, litoral norte de São Paulo. Um filtro cosseno quadrado de Lanczos, com janela de 40 h, foi aplicado sobre uma série temporal de NM entre 1978 e 2000, com exceção dos anos 1984 a 1986. Para se estudar os efeitos submareais no nível médio do mar (NMM), os resultados da filtragem de NM indicam que houve uma remoção virtualmente completa das componentes semidiurna e diurna da maré astronômica ao longo do período estudado. Os resultados indicam uma subida do NM bruto da ordem de 2,3 mm/ano, enquanto para o NMM filtrado, obteve-se uma tendência de 0,7 mm/ano. Apesar da tendência geral positiva do NMM ao longo do período estudado, o comportamento da série de NM parece ser influenciado pelo ciclo lunar nodal de 18,6 anos. A correlação entre o NMM e o vento paralelo à costa ficou próxima de 0,6 para todos os anos analisados, com 99% de confiança estatística, enquanto as correlações entre o NMM e vento perpendicular à costa não foram estatisticamente significativas. Este comportamento é provavelmente explicado pela Dinâmica de Ekman. Os resultados de tendência para TA e TSM mostraram um aumento considerável. Para TA, o aumento linear estimado foi de 0,087ºC/ano para a série bruta e 0,085ºC/ano para a média mensal. Para TSM, os coeficientes lineares foram 0,047ºC/ano para a série bruta e 0,046 ºC/ano para a média mensal. A climatologia mensal, tanto para TA quanto para TSM, apresentaram maior valor em fevereiro, com 27,79ºC para a AT e 28,59ºC para TSM, e o menor valor em julho, com 21,12ºC para AT e 21,91ºC para TSM.

Sea level (SL), wind, air temperature (AT) and sea surface temperature (SST) variations in the coastal region of Ubatuba, northern coast of São Paulo, are assessed. A Lanczos-square cosine filter, with a 40-hour window, was applied over the SL time series between 1978 and 2000, except for the period comprising 1984 to 1986. In order to study subtidal effects on mean sea level (MSL), SL numerical filtering indicated that there was a virtually complete removal of semidiurnal and diurnal astronomical tidal components over the period of study. Results indicated an average raw SL rise of 2.3 mm/year, whereas average filtered MSL was of the order of 0.7 mm/year. Despite the overall positive MSL trend, the lunar nodal cycle of 18.6 years seemed to be the explanation for the SL series pattern. Correlations between MSL and parallel wind had a maximum correlation coefficient around 0.6, with 99% statistical confidence, while MSL and perpendicular wind correlations were not statistically significant. These results may be explained by Ekman dynamics. Data records of AT and SST between 1990 and 2003 showed positive trends for both variables. During this period, AT rose about 0.087 ºC /year for the raw series and 0.085 ºC /year for the monthly time series, and SST showed a rise of 0.047 ºC /year and 0.046 ºC/year, for the raw and monthly time series, respectively. The monthly climatology for both AT and SST showed higher values in February with 27.79 ºC and 28.59 ºC for AT and SST, respectively, and the lowest in July with 21.12 ºC for AT and 21.91 ºC for SST.

O presente estudo tem por objetivo avaliar a influência relativa de tensão do vento remoto na variação do nível médio do mar (NMM) para a região costeira de Cananéia (SP) durante o período de 1/1/1955 a 31/12/1993. Foram aplicados um filtro de passa-baixa de Thompson (1983), otimizado para a região de Cananéia, além de análise espectral (espectro cruzado, coerência e defasagem) entre o NMM e as componentes paralela (T//) e perpendicular (T|) da tensão do vento. Estas foram extraídas de quatro pontos de grade do modelo global NCEP/NCAR. Observou-se a predominância das oscilações anuais como aquelas de maior coerência e energia, destacando-se os períodos de aproximadamente 341 dias (frequência de 0,00293 cpd) e 410 dias (frequência de 0,00244 cpd), respectivamente. As maiores coerências e energia em todo estudo foram encontradas nos pontos mais distantes da costa. Este fato pode estar associado às restrições do modelo NCEP/NCAR em representar os limites continentais. Conclui-se também que a tensão do vento remoto pode ter um papel importante em várias escalas temporais do NMM, incluindo a escala anual. A partir dos valores de coerência e picos energéticos, a componente paralela da tensão do vento foi a que mostrou ser mais influente no NMM da região estudada.

The purpose of this study was to assess the relative influence of remote wind stress on mean sea level (MSL) variations in the coastal region of Cananeia (Sao Paulo State, Southern Brazil) during the period from 1/1/1955 to 12/31/1993. An optimized low-pass Thompson filter for the study area, and spectral analysis (cross spectrum, coherence and phase lag) of the relationship between the MSL and both parallel (T//) and perpendicular (T|) wind stress components were applied. These were extracted from four grid points of the NCEP/NCAR global model. The predominance of annual oscillations as those of greatest coherence and energy, of periods of approximately 341 days (frequency of 0.00293 cpd) and 410 days (frequency of 0.00244 cpd), respectively, were observed. Offshore NCEP/NCAR grid points were those with the highest coherence and energy throughout the study in relation to the observed MSL. This may be linked to the restriction of the NCEP/NCAR model as regards the inland limit. It is also concluded that remote wind stress may play an important role in several MSL time scales, including the annual ones. Based on criteria such as coherence and energy peaks, the wind stress component of greatest effect on MSL was the parallel one.

A circulação estacionária e a estratificação de sal na região sul do Sistema Estuarino-lagunar de Cananéia-Iguape e no Canal de Bertioga são descritas. Os modelos de Fisher el al. (1972), Prandle (1985) e Miranda (1998) foram escolhidos para a simulação dos perfis verticais do componente longitudinal da velocidade e da salinidade. Os dados experimentais utilizados na calibração desses modelos foram amostrados em 41 estações fixas de um ou dois ciclos de maré semidiurna. Os modelos reproduziram com boa fidelidade condições experimentais bem misturadas e parcialmente misturadas. O gradiente longitudinal de densidade e a descarga de água doce foram as principais forçantes da circulação estacionária e estratificação de sal, em detrimento da influência secundária da tensão de cisalhamento do vento. De acordo com o diagrama Estratificação-circulaçâo de Hansen & Rattray (1966), a região sul do sistema estuarino de Cananéia apresentou condições bem misturadas (Tipo 1a) e parcialmente misturadas (Tipo 2b) antes e depois do rompimento da barragem do Valo Grande, respectivamente. No Canal de Bertioga foram observadas condições parcialmente misturadas (Tipo 2b) nas imediações do Rio Itapanhaú e bem misturadas (Tipo lb) no restante do canal. Os coeficientes teóricos de viscosidade turbulenta foram similares aos calculados experimentalmente por Mesquita et al. (1992).

The stationary circulation and salinity stratification in the southern region of Cananéia-Iguape Estuarine-lagoon System and Bertioga Channel are described. The models of Fisher el al. (1972), Prandle (1985) and Miranda (1998) were selected for the simulation of vertical profiles of the longitudinal component of velocity and salinity. The experimental data set used for the calibration of these models were sampled in 41 anchored stations, for one or two semidiurnal tidal cycles. For well mixed and partially mixed conditions, theoretical results and experimental data were in close agreement. The longitudinal density gradient and the river flow were the most important forcing for the stationary circulation and salt stratification. The wind stress had a secondary importance. According to the Stratification-circulation diagram of Hansen & Rattray (1966), the southern region of Cananéia estuarine system presented well-mixed conditions (Type la) and partially mixed conditions (Type 2b), before and after the destruction of the Valo Grande dam, respectively. The Bertioga Channel presented partially mixed conditions (Type 2b) next to the Itapanhaú River and well mixed conditions (Type lb) in other along-channel positions. The theoretical turbulent viscosity coefficients were similar to those calculated by Mesquita el al. (1992).
