Definiu-se o quadro de caracterização das coalizões a partir de três crenças centrais da política: centralizar ou descentralizar as decisões sobre concessões e gestão orçamentária dos recursos oriundos da atividade marítima mercantil; exploração dos serviços vinculados ao setor pelo poder público ou pela iniciativa privada; abertura ou não da participação de capital estrangeiro na exploração portuária e de navegação (Campos de Oliveira, You e Coelho, 2021). Em sequência, determinou-se três momentos para realizar um estudo comparado diacrônico: a ditadura civil-militar (1964/85), a referência para comparação aos demais períodos; o processo constituinte de 1987/88 (T1); e a Lei de Modernização dos Portos (T2). Ao final, o trabalho identificou a Coalizão Industrial Nacional Corporativa como dominante no subsistema da política. The work dialogued with the Advocacy Coalition Framework (ACF).
