ABSTRACT The limited temporal completeness and taxonomic accuracy of species lists, made available in a traditional manner in scientific publications, has always represented a problem. These lists are invariably limited to a few taxonomic groups and do not represent up-to-date knowledge of all species and classifications. In this context, the Brazilian megadiverse fauna is no exception, and the Catálogo Taxonômico da Fauna do Brasil (CTFB) (http://fauna.jbrj.gov.br/), made public in 2015, represents a database on biodiversity anchored on a list of valid and expertly recognized scientific names of animals in Brazil. The CTFB is updated in near real time by a team of more than 800 specialists. By January 1, 2024, the CTFB compiled 133,691 nominal species, with 125,138 that were considered valid. Most of the valid species were arthropods (82.3%, with more than 102,000 species) and chordates (7.69%, with over 11,000 species). These taxa were followed by a cluster composed of Mollusca (3,567 species), Platyhelminthes (2,292 species), Annelida (1,833 species), and Nematoda (1,447 species). All remaining groups had less than 1,000 species reported in Brazil, with Cnidaria (831 species), Porifera (628 species), Rotifera (606 species), and Bryozoa (520 species) representing those with more than 500 species. Analysis of the CTFB database can facilitate and direct efforts towards the discovery of new species in Brazil, but it is also fundamental in providing the best available list of valid nominal species to users, including those in science, health, conservation efforts, and any initiative involving animals. ABSTRACT Objective: After initial treatment, up to 30% of patients with papillary thyroid cancer (PTC) have incomplete response, mainly cervical lymph node (LN) disease. Previous studies have suggested that active surveillance (AS) is a possible option for these patients. Our aim was to report the results of AS in patients with PTC and cervical LN disease. Materials and methods: In this retrospective observational study, we included adult patients treated and followed for PTC, who presented with cervical LN disease and were managed with AS. Growth was defined as an increase ≥ 3mm in either diameter. Results: We included 32 patients: 27 (84.4%) women, age of 39 ± 14 years, all initially treated with total thyroidectomy, and 22 (69%) with therapeutic neck dissection. Cervical LN disease was diagnosed 1 year (0.3-12.6) after initial management, with a diameter of 9.0 mm (6.0-19.0). After a median AS of 4.3 years (0.6-14.1), 4 (12.5%) patients had LN growth: 2 (50%) of whom were surgically removed, 1 (25%) was effectively treated with radiotherapy, and 1 (25%) had a scheduled surgery. Tg increase was the only predictive factor of LN growth evaluated as both the delta Tg (p < 0.0366) and percentage of Tg change (p < 0.0140). None of the included patients died, had local complications due to LN growth or salvage therapy, or developed distant metastases during follow-up. Conclusions: In selected patients with PTC and suspicious cervical LNs diagnosed after initial treatment, AS is a feasible and safe strategy as it allows effective identification and treatment of the minority of patients who progress. ABSTRACT Introduction: The training of specialists in Biostatistics has a high social relevance. Their competences include to guarantee the quality of data for analysis and scientific decision making in health. During the COVID-19 confinement, the residence did not stop and it was necessary to adapt the syllabuses of the modules to the virtual modality. Objective: To describe the situation of the training of specialists in Biostatistics at Escuela Nacional de Salud Pública during 2020 and 2021, as well as its adaptation from face-to-face to the virtual modality. Methods: A research was conducted regarding health policies and systems of the technological development type, with a mixed approach, in Escuela Nacional de Salud Pública during 2020 and 2021. Five editions of the specialty were studied, from 2017 to 2021; as well as the variables objectives, contents, teaching-learning methods, teaching aids and evaluative system. To obtain information, a documentary review was carried out and three experts were consulted. Results: Ten modules were adapted to virtuality. There were others that, due to their complexity, were adapted to the mixed form. The methods, the teaching aids system and evaluation were the components of the teaching-learning process on which the greatest number of changes had an impact. Conclusions: The training of specialists in Biostatistics has had satisfactory results in recent years. The virtual modality, in the current university context, is a necessity to keep up with the scientific-technical development of mankind.
RESUMEN Introducción: La formación de especialistas en Bioestadística tiene una elevada pertinencia social. Entre sus competencias está garantizar la calidad de los datos para su análisis y la toma de decisiones científicas en salud. Durante el confinamiento por COVID-19 la residencia no se detuvo y se precisó adaptar los programas de los módulos a la modalidad virtual. Objetivo: Describir la situación de la formación de especialistas en Bioestadística en la Escuela Nacional de Salud Pública durante 2020 y 2021, y su adaptación de la modalidad presencial a la virtual. Métodos: Se realizó una investigación en políticas y sistemas de salud del tipo desarrollo tecnológico, con enfoque mixto en la Escuela Nacional de Salud Pública durante 2020 y 2021. Se estudiaron cinco ediciones de la especialidad: de 2017 hasta 2021, y las variables: objetivos, contenidos, métodos de enseñanza-aprendizaje, medios de enseñanza y sistema evaluativo. Para la obtención de información, se realizó revisión documental y se consultaron tres expertos. Resultados: Se adaptaron a la virtualidad diez módulos. Existieron otros que, por su complejidad, se adaptaron a la forma mixta. Los métodos, el sistema de medios de enseñanza y la evaluación fueron los componentes del proceso enseñanza-aprendizaje en los que incidió la mayor cantidad de cambios. Conclusiones: La formación de especialistas en Bioestadística ha tenido resultados satisfactorios en los últimos años. La modalidad virtual, en el contexto universitario actual, es una necesidad para estar a la altura del desarrollo científico-técnico de la humanidad.

RESUMO O objetivo do presente estudo foi comparar a autonomia funcional entre idosas sedentárias e idosas fisicamente ativas. Para este estudo qualitativo, a amostra foi dividida em grupo de sedentárias (GS; n= 28, idade 67,64± 7,73) e grupo de idosas fisicamente ativas (GFA; n= 28, idade 68,64± 8,40). A autonomia funcional foi avaliada através dos testes do Grupo de Desenvolvimento Latino-Americano para a Maturidade (GDLAM), composto de: caminhar 10m (C10m), levantar-se da posição sentada (LPS), levantar-se da posição de decúbito ventral (LPDV), levantar-se da cadeira e locomover-se pela casa (LCLC), teste de vestir e tirar uma camiseta (VTC) e o índice GDLAM. Na correlação dos grupos com os testes realizados, pôde-se observar que o GFA apresentou melhores valores nos testes do que o GS e que existiu diferença significativa (p< 0,05) entre os dois grupos nos testes de C10m, LPS, LPDV, LCLC e IG. Pode-se depreender que o GFA apresentou melhor nível de autonomia funcional quando comparado com o GS, corroborando com as recomendações científicas acerca dos efeitos benéficos da atividade física sobre a capacidade funcional.
ABSTRACT This research aimed to compare the functional autonomy between physically inactive and physically active elderly women. In this study, the sample was divided into one group of inactive elderly women (GI; n= 28, age 67,64± 7,73) and one group of physically active elderly women (GPA; n= 28, age 68,64± 8,40). The functional autonomy was evaluated through the tests of Latin-American Development Group for the Elderly (GDLAM), based on: walking 10 meters (W10m), getting up from a sitting position (SUSP), standing up from a lying position (SULP), stand up from a chair and walk straightaway (SUCWA), dress and undress T-shirt (DUT) and GDLAM Index (GI). In the correlation of the groups, it can be observed that GPA showed better values on tests than GS and the significative difference (p< 0,05) into groups on tests (W10m, SUSP, SULP, SUCWA and GI). It can be inferred that GPA showed a better level of functional autonomy than GI, confirming scientific recommendations about the benefic effects of physical activity on functional capacity.

Resumen La propiedad privada como un factor de poder y riqueza quien es propietario puede hacer uso de los atributos como lo son: el uso, la disposición y el goce, las normas más recientes establecen: ordenamiento territorial , función social, función ecológica, prevalencia del interés general sobre el interés particular y distribución equitativa de las cargas y beneficios, esto han generado límites y restricciones a la propiedad privada y como consecuencia se han realizado afectaciones patrimoniales. La Constitución política y la ley ha generado que la propiedad privada tenga seguridad jurídica en Colombia, como lo es el no verse afectada por normas o leyes posteriores tal como lo estable el artículo 58, pero también tenemos figuras como la expropiación administrativa que puede realizar el Estado con relación a que el interés general debe primar sobre el interés particular, logrando con ello que el propietario se deba desprender de su derecho a la propiedad. Se inserta en el artículo un modelo de investigación correlacional, donde se explica el fenómeno, se trata de establecer cómo interactúan dos variables, de una parte, el fenómeno de la colisión del interés particular /interés general respecto a la propiedad privada, integrándose así la correlacionalidad.
Abstract Private property as a factor of power and wealth, whoever owns land can make use of property attributes such as: the use, disposition and enjoyment of assets, the most recent regulations establish: territorial ordering, the social function, the ecological function, the prevalence of the general interest over the private interest and the equitable distribution of the burdens and benefits, have generated limits and restrictions to the right of private property, and as a consequence patrimonial affectations have been made to the owners of the goods since these decrease their market value when they are subjected to the social function or ecological function of private property. The Political Constitution and the law have generated that private property has legal security in the national order, such as not being affected by subsequent norms or laws as established in article 58, but at the same time this limited constitutional article with the figure of the administrative expropriation that the State can carry out in relation to the fact that the general interest must take precedence over the particular interest of the assets in Colombia, thus achieving that the owner or owner of the asset must part with their right to property for the benefit of the community. A correlational research model is inserted in the article, where the phenomenon is explained, it is about establishing how two variables interact, on the one hand, the phenomenon of the collision of private interest / general interest with respect to private property, thus integrating the correlationality.

Resumo O objetivo deste trabalho foi desenvolver um índice de adequação às condições mínimas de biossegurança (IAB) para expressar o nível de biossegurança externa de granjas suinícolas, no estado de Santa Catarina, Brasil. Foram amostradas granjas de produtores registrados no banco de dados da Companhia Integrada de Desenvolvimento Agrícola de Santa Catarina, por meio de questionário online com 76 perguntas sobre identificação da granja, sistema de produção, relação com a agroindústria, tamanho do rebanho e biossegurança externa. Foram respondidos 100 questionários pelos produtores, tendo mostrado a existência, a existência parcial ou a ausência de práticas de biossegurança, com pontuações de 1,0, 0,5 e 0,0, respectivamente, utilizadas para calcular o IAB de cada granja. As granjas de produção foram agrupadas em três categorias de unidades de produção (ciclo completo, creche ou desmame) e duas de relação com a cadeia produtiva (integrada ou independente). Estimaram-se os investimentos necessários para atingir as práticas ideais de biossegurança. As granjas com baixo IAB (< 40%) representaram 33% do total, e o restante das 67% propriedades foram classificadas com índice médio ou alto, tendo evidenciado boa biossegurança externa. Abstract The objective of this work was to develop an index of adequacy to minimum biosecurity conditions (IAB) to express the external biosecurity level of pig farms in the state of Santa Catarina, Brazil. Pig farms of producers registered in the database of Companhia Integrada de Desenvolvimento Agrícola de Santa Catarina were sampled through an online questionnaire, with 76 questions on farm identification, production system, relationship with the agroindustry, herd size, and external biosecurity. One hundred questionnaires were answered by the farmers, showing the existence, partial existence, or absence of biosecurity practices, with scores of 1.0, 0.5, and 0.0, respectively, used to calculate the IAB of each farm. The farrow to weaning farms were grouped into three categories of production units (farrow to finishing, farrow to rearing, or farrow to weaning) and two of relationships with the production chain (integrated or independent). The investments necessary to achieve the ideal biosecurity practices were estimated. The farms with a low IAB (< 40%) represented 33% of the total, and the remaining 67% of the farms were classified with a medium or high index, evidencing a good external biosecurity. ABSTRACT Objective: To determine whether polymorphisms of the IL10 and IL17 genes are associated with severe asthma control and bronchodilator reversibility in children and adolescents with severe asthma. Methods: This was a cross-sectional study, nested within a prospective cohort study of patients with severe asthma. Two outcomes were evaluated: asthma control and bronchodilator reversibility. We extracted DNA from peripheral blood and genotyped three single nucleotide polymorphisms: rs3819024 and rs2275913 in the IL17A gene; and rs3024498 in the IL10 gene. For the association analyses, we performed logistic regression in three genetic models (allelic, additive, and dominant). Results: The rs3024498 C allele in the IL10 gene was associated with failure to achieve asthma control despite regular treatment (p = 0.02). However, the G allele of the IL17A rs3819024 polymorphism was associated with failure to respond to stimulation with a b2 agonist. The rs2275913 polymorphism of the IL17A gene showed no relationship with asthma control or bronchodilator reversibility. Conclusions: In pediatric patients with severe asthma, the IL10 polymorphism appears to be associated with failure to achieve clinical control, whereas the IL17A polymorphism appears to be associated with a worse bronchodilator response. Knowledge of the involvement of these polymorphisms opens future directions for pharmacogenetic studies and for the implementation of individualized therapeutic management of severe asthma in pediatric patients. RESUMO Objetivo: Determinar se existe relação entre polimorfismos dos genes IL10 e IL17 e controle da asma grave e reversibilidade com broncodilatador em crianças e adolescentes com asma grave. Métodos: Estudo transversal, aninhado em um estudo prospectivo de coorte com pacientes com asma grave. Foram avaliados dois desfechos: controle da asma e reversibilidade com broncodilatador. Extraímos DNA do sangue periférico e genotipamos três polimorfismos de nucleotídeo único: rs3819024 e rs2275913 no gene IL17A e rs3024498 no gene IL10. Para as análises de associação, realizamos regressão logística em três modelos genéticos (alélico, aditivo e dominante). Resultados: O alelo C do polimorfismo rs3024498 do gene IL10 apresentou relação com asma que permaneceu descontrolada mesmo com tratamento regular (p = 0,02). No entanto, o alelo G do polimorfismo rs3819024 do gene IL17A apresentou relação com ausência de resposta ao estímulo com b2-agonista. O polimorfismo rs2275913 do gene IL17A não apresentou relação com controle da asma ou reversibilidade com broncodilatador. Conclusões: Em pacientes pediátricos com asma grave, o polimorfismo do gene IL10 parece estar relacionado com ausência de controle clínico, ao passo que o polimorfismo do gene IL17A parece estar relacionado com pior resposta ao broncodilatador. O conhecimento a respeito do envolvimento desses polimorfismos abre perspectivas futuras para estudos farmacogenéticos e para a implantação de manejo terapêutico individualizado da asma grave em pacientes pediátricos. ABSTRACT Objective: To summarize the scientific productions that used educational technologies to promote self-care for people with diabetes. Method: Integrative review carried out from October 2022 to January 2023, in the databases: LILACS; Scopus; Embase; PubMed/MEDLINE and CINAHL. The search was paired, and the sample consisted of ten articles. The levels of evidence were analyzed by the Hierarchy of Evidence for Intervention Studies, and the results were synthesized for interpretation of the findings. Results: The educational technologies identified to promote self-care were: mobile applications, interactive platforms, print, telemonitoring, video and simulation. The focus of the contents was on the promotion of foot care, prevention of neuropathy, self-management, knowledge, and expectation of people with diabetes and prevention of acute complications. Conclusion: The synthesis of knowledge about educational technologies to promote self-care for people with diabetes pointed to the need for robust evidence. Abstract The study Historical and bibliographical references for a study with a gender approach in Sancti Spíritus, Cuba, and Guanajuato, Mexico, is part of the research results of a community intervention project, co-sponsored by the ADELANTE Window of the European Union, with the objective to contribute to the empowerment of rural women affected by climate change and the Covid - 19 pandemic. The article presents the methodology followed to conduct the study and a historical journey through the main bibliographic sources that constitute the conceptual and methodological frameworks for studies with a gender approach. The article is divided into three sections: Introduction, Development, and Conclusions. The Introduction discusses the problem to be studied, state of the art, objectives, and scientific method. The Development shows the evolution of the topic and the main results obtained, and the Conclusion presents the final ideas and qualitative leaps in knowledge.
Resumen El estudio Referencias históricas y bibliográficas para un estudio con enfoque de género en Sancti Spíritus, Cuba y Guanajuato, México, forma parte de los resultados de investigación, de un proyecto de intervención comunitaria, coauspiciado por la Ventana Adelante de la Unión Europea con el objetivo de contribuir al empoderamiento de las mujeres rurales afectadas por el cambio climático y la pandemia de la Covid - 19. El artículo recoge la metodología seguida para el estudio y muestra un recorrido histórico por las principales fuentes bibliográficas que constituyen la base conceptual y metodológica para los estudios con enfoque de género. El artículo está estructurado en Introducción, Desarrollo y Conclusiones. En la Introducción se expone la problemática a desarrollar, el estado del arte, los objetivos y el método científico. En el Desarrollo se presenta la evolución del tema y los principales resultados alcanzados y en las Conclusiones, las ideas finales y los saltos cualitativos en el conocimiento.
Résumé: L’étude Références historiques et bibliographiques pour une étude axée sur le genre à Sancti Spíritus, Cuba et Guanajuato, Mexique, fait partie des résultats de la recherche, d’un projet d’intervention communautaire, coparrainé par le Volet Avant de l’Union européenne dans le but de contribuer à l’autonomisation des femmes rurales touchées par le changement climatique et la pandémie de la Covid - 19. L’article reprend la méthodologie suivie pour l’étude et montre un parcours historique à travers les principales sources bibliographiques qui constituent la base conceptuelle et méthodologique pour les études axées sur le genre. L’article est structuré en Introduction, Développement et Conclusions. L’introduction expose la problématique à développer, l’état de l’art, les objectifs et la méthode scientifique. Le développement présente l’évolution du sujet et les principaux résultats obtenus, ainsi que les conclusions, les idées finales et les sauts qualitatifs dans la connaissance.
Streszczenie Badanie Historyczne i bibliograficzne odniesienia do badania z naciskiem na płeć w Sancti Spiritus na Kubie i Guanajuato w Meksyku jest częścią wyników badań projektu interwencji społecznej, współfinansowanego przez Window Forward Unii Europejskiej w celu przyczynienia się do wzmocnienia pozycji kobiet wiejskich dotkniętych zmianami klimatu i pandemią Covid-19. Artykuł zawiera metodologię zastosowaną w badaniu i pokazuje historyczną wycieczkę po głównych źródłach bibliograficznych, które stanowią koncepcyjną i metodologiczną podstawę badań z naciskiem na płeć. Artykuł jest skonstruowany we Wstępie, Rozwoju i Wnioskach. Wprowadzenie przedstawia problemy, które należy rozwinąć, stan wiedzy, cele i metodę naukową. W Rozwoju przedstawiono ewolucję tematu i główne osiągnięte wyniki, a w konkluzjach ostateczne pomysły i skoki jakościowe w wiedzy.

ABSTRACT The use of mobile devices in modern life is essential due to the advantages they provide, offering new possibilities and implementing virtual services. The existence of greater number of mobiles phones than computers in Cuban students motivated the realization of this application. The objective of the article is to describe the application "Statistical calculations and rates in health" (Calc. Rates version 1.7) built to perform calculations in a Biostatistics course, covering a large part of the content of this subject in the undergraduate teaching of medical universities, as well as other content related with this topic. It also incorporates a database with demographic and health information on Cuba and its provinces in the period 2013-2020. As a result, technological independence was achieved by stopping using foreign programs and a greater portability, since it works on both mobile phones and computers through an Android emulator.
RESUMEN El uso de dispositivos móviles en la vida moderna es imprescindible debido a las ventajas que brindan al ofrecer nuevas posibilidades e implementar de manera virtual servicios ya establecidos. La mayor existencia de móviles que computadoras en los estudiantes de Cuba nos motivó a la realización de esta aplicación. El objetivo de este artículo es describir la aplicación nombrada “Cálculos estadísticos y tasas en salud” (Calc. Tasas versión 1.7) construida para realizar cálculos en un curso de Bioestadística, cubriendo gran parte del contenido de esta asignatura en la enseñanza de pregrado de las universidades médicas, así como otros contenidos de interés en esta materia. También incorpora una base de datos con información demográfica y sanitaria de Cuba y sus provincias en el período 2013-2020. Como resultado se logró independencia tecnológica al dejar de usar programas foráneos y se logró una mayor portabilidad pues funciona tanto en móviles como en computadoras utilizando un emulador de Android.

Presence of the Pink shrimp Farfantepenaeus brasiliensis (Latreille, 1817) in the coastal lagoons of Uruguay (Crustacea: Decapoda: Penaeoidea)

Abstract Farfantepenaeus brasiliensis (Latreille, 1817) and Farfantepenaeus paulensis (Pérez Farfante, 1967), commonly known as pink shrimps, are two commercially important penaeid species caught by artisanal and industrial fisheries in the Southwestern Atlantic Ocean. The currently known southern distribution for F. brasiliensis extends to Rio Grande do Sul (Brazil), while F. paulensis reaches the coastal waters of Buenos Aires (Argentina), although Uruguay represents the southern limit of commercial captures for the latter. In the shrimp season of 2019 (February-May) the presence of F. brasiliensis was recorded together with F. paulensis in the brackish coastal lagoons of Uruguay (34º30’ to 34º50’S). A total of 143 specimens of F. brasiliensis and 152 of F. paulensis were analyzed evaluating morphological, morphometric and genetic differences. The presence of both species was validated based on morphological differences and sequencing the Cytochrome Oxidase I (COI) mitochondrial gene. Significant morphometric differences were found between both species, particularly, the larger rostral length in relation to the carapace and cephalothorax length in F. paulensis compared to F. brasiliensis. To our knowledge, this is the first confirmed record and commercial catch of F. brasiliensis in Uruguayan waters. This southwards expansion could be explained by extending climatic variability events associated with prolonged periods of positive sea surface temperature anomalies in the region. Given the potential commercial relevance of the species, a better understanding of the southward expansion of F. brasiliensis into Uruguayan waters would be helpful in developing efficient management and conservation strategies under a scenario of increasing water temperatures.

ABSTRACT Introduction: the training of the staff at a teaching department in a university should be measured by the improvement of the quality of the research and teaching-learning process; therefore the role of this department in the process of training the teaching staff of the School of Medical Sciences is important. Objective: to propose actions to contribute to the training of the teaching staff in the department of basic sciences at Dr. Ernesto Guevara de la Serna School of Medical Sciences during the academic year 2019-2020. Methods: an organizational-type study was carried out; theoretical and empirical methods were applied. Nine executives were surveyed. Techniques: Brainstorming, Ishikawa Diagram and SWOT Matrix. The variables evaluated were the teaching ranks, scientific and research categories of the staff. For data processing, descriptive statistics was applied and the results were analyzed by means of absolute and relative frequency. Results: professors were in the teaching ranks of instructor or assistant (72 %). The number of PhD and full professors is not enough. Professors in the research category are insufficient. Lack of organization involving research, professional and teaching work was identified, scarce planning of the academic figures in accordance with the needs of the teaching staff, and the fact that the training of professors is not taken into consideration as an expression of example. Conclusions: the main problems affecting the training of the teaching staff were identified, as well as insufficiencies related to the organization, evaluation and control, a proposal of actions to improve the process of training the teaching staff was made.
RESUMEN Introducción: el perfeccionamiento de la superación profesoral de un departamento docente en una institución universitaria, se debe medir por el mejoramiento de la calidad del proceso docente educativo e investigativo, por ello es importante el papel del mismo en el proceso de superación profesoral del claustro. Objetivo: proponer acciones que contribuyan al perfeccionamiento del proceso de superación profesoral de la Facultad de Ciencias Médicas "Dr. Ernesto Guevara de la Serna" en el curso 2019-2020. Métodos: se realizó estudio de tipo organizacional, se aplicaron métodos teóricos y empíricos. Se encuestaron nueve directivos. Técnicas: Lluvia de ideas, Diagrama de Ishikawa y Matriz DAFO. Las variables evaluadas fueron la categoría docente, científica e investigativa del claustro. Para el procesamiento de los datos se aplicó la estadística descriptiva y el análisis de los resultados a través de la frecuencia absoluta y relativa. Resultados: el 72 % de profesores se encontraron en las categorías de instructor o asistente. Escasa cantidad de doctores en ciencias y profesores titulares. Insuficiente número de profesores con categoría investigativa. Sobresalió la falta de organización entre la labor investigativa, profesional y docente, la insuficiente planificación de las figuras académicas en correspondencia con las necesidades del claustro y que no se toma en consideración la superación profesoral como expresión de ejemplaridad. Conclusiones: se identificaron los principales problemas que inciden en el proceso de superación profesoral, insuficiencias relativas a la organización, la evaluación y el control. Se elaboró una propuesta de acciones para perfeccionar el proceso de superación profesoral.

Federación, municipio y ejido: conflictos jurisdiccionales en el manejo de aguas residuales en León, Guanajuato, 1930-1950

Abstract: Daniel Newcomer (2002) argues that post-revolutionary governments demonstrated the state of Guanajuato capacity building in infrastructure works (such as the drinking water and sewerage network) that changed the face of León, once a Catholic strong-hold of regional elites, those who remained opposed to the regime. The narrative about the modernization of the city located in the heart of the Bajío, according to Newcomer, hides the use of state violence to impose its projects on the heirs to Synarchism. Without neglecting these considerations, we explore other edges of the construction of the city’s sewerage and the use of wastewater discharges in an agricultural area adjacent to León. The conflicts caused by agricultural reuse of wastewater in the Plan de Ayala ejido led to a heated debate regarding the competence of the federal and local authorities to manage this type of water and to resolve the tensions between the elites and the peasants; they also debated the property rights of the water resource. In this sense, an institutional approach allows us to identify the gaps in the regulatory framework, as well as the organizational arrangements, which gave rise to different perspectives about decision making on the management water sewage.
Resumen: Daniel Newcomer (2002) argumenta que los gobiernos posrevolucionarios mostraron su capacidad de transformar el estado de Guanajuato al construir obras de infraestructura (como la red de agua potable y alcantarillado) que cambiaron la faz de León, un bastión católico de las elites regionales opuestas al régimen. La narrativa sobre la modernización de esta ciudad ubicada en el corazón del Bajío, según Newcomer, esconde el uso de violencia del Estado mexicano para imponer sus proyectos a los herederos del sinarquismo. Sin dejar de lado estas consideraciones, exploramos otras aristas de la construcción del alcantarillado de la ciudad y el aprovechamiento de las descargas de aguas residuales en un espacio agrícola contiguo a León. Los conflictos originados por el reúso de las aguas negras en el ejido Plan de Ayala acarrearon una intensa discusión con respecto a la competencia de las autoridades federales y locales para administrar este tipo de aguas y resolver las tensiones entre las elites y los ejidatarios; también debatieron sobre los derechos de propiedad del recurso. En este sentido, un enfoque institucional nos permite identificar los vacíos en el marco normativo, así como los arreglos organizativos que dieron lugar a diferentes puntos de vista sobre dónde se tomarían o se deberían tomar las decisiones sobre el manejo de las aguas negras.

ABSTRACT OBJECTIVE To estimate the evolution of the prevalence of SARS-CoV-2 virus infection among residents aged 18 years or over in the municipality of São Paulo. METHODS This is a population-based household survey conducted every 15 days, between June and September 2020, and January and February 2021. In total, the study comprised 11 phases. The presence of antibodies against SARS-CoV-2 was identified in venous blood using a lateral flow test, Wondfo Biotech. In the last phase, the researchers combined it with an immunoenzymatic test, Euroimmun. The participants also answered a semi-structured questionnaire on sociodemographic and economic factors, and on social distancing measures. Prevalence estimates and the 95% confidence interval were estimated according to regions, Human Development Index, sex, age group, ethnicity, education, income, and variables associated with risk or prevention of infection. To compare the frequencies among the categories of each variable, the chi-square test with Rao-Scott correction was used, considering a significance level of 5%. RESULTS In total, 23,397 individuals were interviewed and had their samples collected. The estimated prevalence of antibodies against SARS-CoV-2 ranged from 9.7% (95%CI: 7.9–11.8%) to 25.0% (95%CI: 21.7–28.7). The prevalence of individuals with antibodies against the virus was higher among black and brown people, people with lower schooling and income, and among residents of regions with lower Human Development Index. The lowest prevalences were associated with recommended measures of disease protection. The proportion of asymptomatic infection was 45.1%. CONCLUSION The estimated prevalence of the infection was lower than the cumulative incidence variation, except for the last phase of the study. The differences in prevalence estimates observed among subpopulations showed social inequality as a risk of infection. The lower prevalence observed among those who could follow prevention measures reinforce the need to maintain social distancing measures as a way to prevent SARS-CoV-2 infection.
