ABSTRACT This article aims to investigate the behavior of exchange rate in the BRICS countries, with an emphasis on exchange rate passthrough and exchange rate determination empirical models. By applying the ARDL Bounds Testing Approach Methodology, from January 2005 to December 2019. Our main results show that: i) there is a long run cointegration among the variables analyzed for all estimated models; ii) there is a very slow speed of adjustment towards the long run equilibrium; iii) there is evidence of exchange rate passthrough to inflation mainly in the long run, but not as strong as before; iv) there is no evidence of exchange rate overshooting; v) international reserve accumulation can be considered a partial explanation for the evidence of no exchange rate overshooting.

RESUMO O artigo tem por objetivo investigar o comportamento da taxa de câmbio nos países do BRICS com ênfase no repasse da taxa de câmbio e em modelos empíricos de determinação da taxa de câmbio. O artigo aplica metodologia ARDL Bounds Testing de Janeiro de 2005 a Dezembro de 2019. Os principais resultados indicam que: i) existe uma relação cointegrante de longo prazo entre as variáveis analisadas para todos os modelos estimados; ii) a velocidade de ajustamento em direção ao equilíbrio de longo prazo é lenta: iii) existe evidência de repasse cambial para a inflação, principalmente no longo prazo, mas o repasse não é tão expressivo como antes; iv) não existe evidência de ultrapassagem da taxa de câmbio; v) a acumulação de reservas pode ser considerada como uma explicação parcial para a evidência de não ultrapassagem da taxa de câmbio.

RESUMO O objetivo deste trabalho é investigar o papel da taxa de câmbio (nível, desalinhamento e volatilidade) para o ajuste externo dos BRICS (1998 a 2015) usando modelos ARDL. Os resultados indicam uma grande assimetria no que diz respeito ao papel da taxa de câmbio no processo de ajustamento de longo e curto prazo. Para os modelos estimados com o desalinhamento da taxa de câmbio, esse se mostrou estatisticamente significativo para todas as economias, exceto a Índia. Já para os modelos utilizando a volatilidade cambial, apenas para o Brasil ocorreu significância para os dois modelos de ajuste de curto prazo. Finalmente, as maiores velocidades de ajustamento ocorreram nos modelos não lineares (NARDL).

ABSTRACT The objective of this work is to investigate the role of the exchange rate (level, misalignment and volatility) for the external adjustment of the BRICS (1998 to 2015) using ARDL models. The results indicate a strong asymmetry regarding the role of the exchange rate in the long and short-term adjustment process. For the models estimated with exchange rate misalignment, it was statistically significant for all economies except India, while for the models using exchange rate volatility, only for Brazil there was significance for the short-term adjustment in both models. Finally, the highest speed of adjustment were found in the NARDL model.

Resumo: Este trabalho tem como objetivo principal investigar os determinantes da inflação, considerando o papel dos regimes cambiais, elementos da política fiscal e monetária, além da investigação do papel das crises financeiras e da adoção ou não do regime de metas de inflação. A análise é desenvolvida para um conjunto de 82 economias no período de 1990 a 2009. Os resultados empíricos dos três períodos avaliados (1990 a 2009, 1990 a 1999 e 2000 a 2009), focando no entendimento da relação entre regime cambial e inflação, revela um caráter dúbio ou não consensual. As evidências indicam ainda a importância de outras variáveis para o comportamento da inflação, como a taxa de crescimento da oferta monetária, a dívida do governo, a variação da taxa de câmbio real efetiva, a taxa de juros real, além da relevância da inflação defasada. Uma evidência adicional é de que os países que adotaram o regime de metas de inflação estão associados a taxas inflacionárias mais baixas, resultado esse restrito ao período de 1990 a 1999.

Abstracts: The main goal of this work is to investigate inflation determinants taking into account the role of exchange rate regimes, fiscal and monetary policy elements, and also to address the relevance of the international financial crisis and the adoption (or not) of inflation target. The analysis is developed for a set of 82 economies in the period of 1990-2009. The empirical results for the three periods analyzes (1990 to 2009, 1990 to 1999, and 2000 to 2009), focusing in understanding the relation between exchange rate regime and inflation reveals a nonconsensual pattern. The evidences also suggests the relevance of other variables for inflation, including money growth rate, government debt, changes in the real effective exchange rate, real interest rate and lagged inflation. An additional evidence indicates that inflation target countries are associated to lower inflation, but this result is restricted to the period of 1990 to 1999.

The paper investigates the recent financial crisis within a historical and comparative perspective having in mind that it is ultimately a confidence crisis, initially associated to a chain of high risk loans and financial innovations that spread thorough the international system culminating with impressive wealth losses. The financial market will eventually recover from the crisis but the outcome should be followed by a different and more disciplined set of international institutions. There will be a change on how we perceive the widespread liberal argument that the market is always efficient, or at least, more efficient than any State intervention, overcoming the false perception that the State is in opposition to the market. A deep financial crisis brings out a period of wealth losses and an adjustment process characterized by price corrections (commodities and equity price deflation) and real effects (recession and lower employment), and a period of turbulences and end of illusions is in place.
